Job Description - Technical Superintendent (Oil/Chemical Tanker)

The Technical Superintendent is primarily responsible for overseeing and controlling of assigned vessels to him, related to vessel technical condition, maintenance, classifications status, compliance with International, Classification society, Flag-Administration, Local and Company latest Policies & Procedures, environmental and operational regulations and policies.

Key Responsibilities

  • First point of contact for monitoring all aspects of vessels’ technical condition and reliable operational status;
  • Collect data, monitor, control the technical performance, operational & maintenance conditions of all ships assigned to his supervision.
  • Oversee and ensure ships are following Classification society’s international regulations, Flag-Administration’s statutory laws and according to Company’s latest Policies & Procedures;
  • Ensure all technical aspects related to international, local and Company’s safety, environmental and quality policies are implemented and follow-up on the assigned board vessels strictly;
  • Responsible for control, guidance, execution and maintaining of regular records and database of Planned Maintenance System (PMS) on the assigned ships. Review monthly overdue items and report to the Technical Manager;
  • Report to respective Department Manager for technical related operation cost, such report should be as per Company format and/or other format at times specified from the owners/clients;
  • Arrange timely and cost effective dry-dock plans, prepare, attend and execute dry-docking on time.
  • Control of assigned vessel’s breakdowns or stoppages and ensure prompt reporting of cargo operation stoppages resulted from technical problems or machinery performance; major machinery breakdowns; breakdowns of safety equipment; breakdowns of critical equipment as specified in Company SMS Procedure;
  • Take prompt action to rectify all technical-related PSC deficiencies, P&I or Oil-major or other 3rd party observations and report to HSSEQ, Operations & Technical Manager, as applicable;
  • Prepare and propose to Technical Manager for approval of detailed vessel upgradation and annual maintenance plan. Such plan is to be based on allocated budgets, reviewed and revised twice in a year;
  • Monitor vessel’s daily, weekly, monthly or other periodical reports to the office and confirm the latest Company SMS documents are in use. Review all technical reports and respond to ship as relevant;
  • Routine visit to ship as a part of scheduled technical visit 2 times per year & unscheduled visit when required or advised by Technical Manager; and
  • Any other projects or responsibilities assigned by the top management.

Job Requirements

  • Possess Class 1 Certificate of Competency Marine Engineer (Foreign Going) is a must;
  • At least 1 year of Chief Engineer experience on Foreign Going Oil & Chemical Tanker;
  • Fresh sea-going Chief Engineer looking for shore position are welcome to apply;
  • Knowledge on marine engineering, particularly on oil & chemical tanker machinery operations or trouble-shoot;
  • Experience on Framo pump, IGS / IGG operations are highly preferred;
  • Knowledge on Classification and Statutory certification, survey items and survey schedules;
  • Willing to actively participate on shipboard machinery maintenance/trouble-shoot when required, especially during breakdown or crisis-situation repairs;
  • Proficient with MS Office applications (Word, Excel, PowerPoint, Outlook);
  • Good communication skill, able to interact with different stakeholders;
  • Analytical & decisive, able to demonstrate solid problem-solving and decision-making;
  • Able to handle work stress and meet project deadlines; and
  • Demonstrate professionalism and safe work practices at all times.
