Overall Job Purpose
To ensure thatoperations of the assigned vessels is maintained safely and economically inaccordance with the OSM Thome, and owners’ commercial requirements; and thatall essential support is extended to the vessel for the purpose, and foraddressing emergencies.
KEY RESPONSIBILITIESAND DUTIES
Daily Operations
• Responsiblefor implementing and maintaining a safe, cost-effective and environmentallysound operation standard in compliance with OSM Thome as well as InternationalMarine regulations for a given number of vessels.
• Tomanage the daily operation of the number of vessels assigned to him inaccordance with OSM Thome & Best Practice.
• AdviseMasters/Chief Engineers and Ship Staff on
o Cargo& tank/hold
o Portoperations
o Anchoring& mooring operations
o Technical/Engineroom operations
o Port,passage & war information, insurance coverage for all vessels
• Followup the on-board maintenance system (BASSnet), monitor the status and act onoverdue items.
• Evaluateand monitor the required reporting from the vessels, act as required and informother office sections and external bodies as is relevant.
• Followup class and statutory certification status, condition of class and arrange forthe necessary surveys and inspections (flag state, certification for PanamaCanal etc.)
• Liaisewith Principals regarding Vessel safe operations.
Shipboard inspections
• Visitvessels regularly (at least three times a year, including a short sailingvisit). On each visit, a Superintendent Visit Report is to be completed andleft onboard. Following inspections needs to be conducted during theseinspections
• Preparea Vessel Visit Executive Summary for each Shipboard attendance
• AllAudit & Inspection Reports need to be filed/updated in Common drives orDatabase as applicable. Follow up with vessels/office to close the deficienciesnoted during these visits.
• Prepareweekly, monthly, bi-annual, quarterly management
Oil Major/CDI &Other Commercial Inspections
• Assistin coordinating, arranging and timely follow up Oil Major Vetting Inspectionsas directed.
• Assistin arranging external safety audits and onboard training by co-coordinatingwith the appointed audit or training company.
• Followup on closure of deficiencies noted during inspections.
• Incident/ Accident / Crisis Management & investigation
• Memberof Emergency Response Team.
• Conductsinvestigation and root cause analysis of Incidents, Accidents, and Near Miss& Stopper Cards.
• ReviewCorrective Actions, Preventive Actions and Recommendations from investigationand analysis of accidents, marine casualties and near misses.
• Assistand participate in tabletop exercises and emergency drills.
Port, Flag StateInspections & Other Statutory Audits (ISM/ISPS)
• Assistin coordinating and timely follow up Flag State Inspection, External &Internal ISM, ISPS and MLC Audits as directed.
• Supportvessels during Port State Inspections and follow up on prompt closure of noteddeficiencies as required.
• Followup, review, approval and submission of the corrective active plan/report toauthorities as required.
HSSEQ
• AssistingVessels for documenting / conducting Risk Assessments. Evaluation and
• Monitoring.
• Evaluate& document Off- Hire records (Planned as well as unplanned).
• StoresSupply & Budget Planning.
• Maintainstrict cost control of the Annual Operating Budget for each of the assignedvessels.
• Reviewmonthly cost control and approve monthly financial reports before sending toFleet Manager for review.
• Assimilateinput from the assigned vessels as well as other relevant departments andprepare each vessel’s Annual Operating Budget.
• Monitorthe requisitions generated from the vessel to ensure that they are submitted ina timely manner. Follow up with the Purchasing Department for delivery ofordered items on board.
• Approveinvoices for payment.
• Liaisewith the Insurance Manager (or Principals) in H&M claims handling. Providetechnical input, and cost information, if required, for P&I claims (cargoand crew) and H&M claims.
Crewing
• Makeperformance evaluations of Masters/ Chief Engineers assigned to the vesselunder supervision.
• Provideinput to the Manning Department on recruitment of Senior Officers for theassigned vessels.
Dry Docking &Repairs
• Plan,manage, monitor and execute vessels repairs, dry dockings and conversionswithin agreed budgets.
• Arrangeand follow up repairs and services.
• Coordinatewith the assigned vessels and prepare the dry-docking specification inconjunction with Docking Superintendent, Fleet Services. Submit thespecification to yards for quotations, evaluate the received quotations andpresent them to the Fleet Manager and/or Chief Operating Officer for review.
• Attendthe dry-docking, discuss shipyard invoicing before presenting same to the FleetManager and/or Chief Operating Officer for approval.
• Preparedocking report
QUALIFICATIONS ANDCOMPETENCIES
• Class1 Certificate of Competency
• Class2 Certificate of Competency and University Qualification
REQUIRED EXPERIENCES
• Previous experience as Chief Engineer/Master for a minimum of 8 months on relevant typeof ships
• Candidate who are deemed technically competent and without shore experience will be considered.
