As a Turnaround (Rotating) Planner, you will provide planning for rotating equipment (RE) related maintenance activities i.e., developing efficient work plans (work packages, tasks, sequences, materials, craft/ manpower and resources) for Turnaround Events.
What’s the role?
Your principal accountabilities as a Turnaround Planner will include:
- Compliance to HSSE standards and requirements to make Shell Jurong Island (SJI) a safe place to work, and accountable for all assigned Critical activities.
- Responsible for TA related RE scopes which include but not limited to TA Planning, Preparation works, Execution during TA, Post TA works etc. with highest safety and quality standards.
- Collect RE scopes from various disciplines. Evaluate the work scopes, perform scope optimization, and identify the scope of work that can be executed out of TA window. Work closely with various disciplines to finalize the work scopes.
- Provide cost estimation for all RE work scopes & work closely with Cost Engineer on RE budget management. Provide cost saving initiatives for cost optimization.
- Prepare Work Packages for all RE scopes which include but not limited to Equipment drawings, P & IDs, GA Drawings, BOM, ITPs, detailed planning etc.
- Liaise with OEM specialist on site support arrangement & spare parts purchase for TA.
- Prepare detailed work scope for TA Contractor Tender package.
- Work closely with various disciplines such as Mechanical, Electrical & Instrumentation for safe and successful execution.
- Responsible for all TA related documentation work. Ensure all documentation is well prepared and stored in appropriate folders for reference and internal/ external audits.
- Participate in TAR (Turnaround Review) with External auditors.
- Prepare What-If scenario plans to manage potential late discoveries during TA execution.
- Manage addenda scopes and ensure scopes are well prepared and safely executed as per schedule.
- Perform site checks with various execution parties such as discipline engineers & contractors and ensure everyone understand the work scopes thoroughly and well prepared for safe and smooth Execution.
- Work as a Block Execution Engineer during TA execution and ensure work scopes are executed with highest safety standards and completed as per agreed schedule. If there is any risk to HSSE, cost & schedule, escalate to respective Block Lead, TA Event Manager, Scheduler and relevant stakeholders for troubleshooting.
- Work closely with Rotating Equipment Engineer (REE) during TA execution phase and ensure all the Hold Points are verified & witnessed as per Inspection & Test Plan (ITP) for Flawless Execution.
- Manage discovery work scopes during TA and ensure all discovery work scopes are completed on time with highest safety and quality standards.
- Work closely with Electrical/ Instrumentation/ Inspection Engineer on Equipment inspection, calibration & testing requirements and ensure values are verified and witnessed by REE/Respective Engineers/OEM etc.
- Support Pre-Startup Safety Review (PSSR) during plant start up and work closely with REE and respective Engineers to troubleshoot any plant start up issues.
- Upon completion of TA, prepare Post TA activities like closure of all POs, Capital Spares refurbishment requirements, RE Budget closure, return of all spare parts and special tools to Warehouse with proper documentation etc.
- Role execution across Singapore sites (i.e. SJI and Bukom) where required.
What we need from you
To be a successful Turnaround (Rotating) Planner, you will have the following:
- Diploma/Degree or equivalent preferably in Mechanical Engineering
- At least 3-5 relevant field experience as Turnaround Rotating Equipment Planner or equivalent, preferably with Mechanical Engineering background
- Preferably someone with working experience as planner in routine maintenance
