Position Overview
The Assistant Director, People & Culture provides strategic leadership and functional oversight of KKCS’s people agenda, including human resources, organisational capability, employee experience, and culture-building initiatives.
The role serves as the organisation’s people partner, working closely with the Executive Director, Director, Corporate Services, and organisational leaders to develop and implement people strategies that strengthen workforce sustainability, staff engagement, organisational capability, and alignment with KKCS’s mission and long term direction.
The role leads the People & Culture function and team to deliver effective HR practices while driving initiatives that support a positive, values-driven, and high-performing organisational culture.
Key Duties & Responsibilities
1. People & Culture Strategy
1.1. Develop and implement KKCS’s People & Culture strategy aligned with organisational priorities and long-term sustainability.
1.2. Translate organisational goals into people priorities, frameworks, and initiatives that strengthen workforce capability and organisational effectiveness.
1.3. Partner internal and external leaders to identify emerging people needs, challenges, and opportunities.
1.4. Develop and implement initiatives that reinforce KKCS’s values, behaviours, and desired culture.
1.5. Gather and analyse staff feedback and insights to identify opportunities for continuous improvement.
2. Talent, Capability & Workforce Development
2.1. Lead the development and implementation of frameworks that strengthen organisational capability, including competency frameworks, performance management, career development, and succession planning.
2.2. Drive initiatives relating to talent attraction, retention, employee engagement, workforce sustainability, and staff experience.
2.3. Strengthen leadership capability and support managers in developing their teams.
2.4. Oversee workforce planning and provide insights on workforce trends, capability gaps, and future resourcing needs.
2.5. Develop approaches to attract, develop, and retain talent to support KKCS’s service mission and growth.
3. HR Governance & Operations
3.1. Provide functional leadership and direction to the Human Resources team, ensuring effective delivery of HR services and continuous improvement of HR practices.
3.2. Oversee HR policies, systems, processes, and practices to ensure they remain effective, compliant, and aligned with good governance standards.
3.3. Ensure effective management of employee lifecycle processes including recruitment, onboarding, performance management, employee relations, and offboarding.
3.4. Identify opportunities to enhance HR systems, processes, and digitalisation to improve efficiency and employee experience.
3.5. Champion initiatives that strengthen employee experience, engagement, wellbeing, and organisational culture.
4. Leadership & Organisational Enablement
4.1. Support organisational change initiatives through effective communication, engagement, and change management approaches.
4.2. Build cross-functional collaboration with service units and corporate functions.
4.3. Contribute to organisation-wide strategy and organisation development efforts.
5. Other Duties
5.1. The role is guided and supported by Management Committee’s Human Resources Sub-Committee and Nominations Sub-Committee, and this role will staff both committees.
5.2. This role will also staff the Management Committee and provides opportunity to work directly with the Management Committee on various projects and proposals.
5.3. Perform any other duties as assigned by the Executive Director and the leadership team.
Qualifications & Experience
1. Degree in HR, organisational development, social sciences, management, or related field.
2. Minimum 10–12 years of relevant leadership and human resources experience.
3. Experience in people leadership, organisational development, or related domains.
4. Experience in social service, public sector, or mission-driven organisations preferred.
