Job Description - Chief Human Resources Officer / Head of Human Resources

About the Role

We are seeking an experienced Chief Human Resources Officer / Head of Human Resources to lead the company’s people strategy and HR operations in Singapore. This role will partner closely with the senior leadership team to support business growth, strengthen organisational capability, and ensure that HR policies and practices are aligned with applicable Singapore employment requirements and fair employment practices.

The successful candidate will be responsible for workforce planning, talent acquisition, employee engagement, performance management, compensation and benefits, HR compliance, learning and development, and employee relations.

Key Responsibilities

Develop and implement the company’s HR strategy in line with business objectives and operational needs.

Advise senior management on workforce planning, organisational structure, talent management, succession planning, and employee engagement.

Oversee end-to-end recruitment and selection processes, ensuring that hiring practices are fair, merit-based, and aligned with applicable Singapore employment guidelines.

Lead the development, review, and implementation of HR policies, employee handbooks, procedures, and internal guidelines.

Ensure HR practices comply with applicable Singapore employment laws, work pass requirements, personal data protection obligations, and other relevant regulatory requirements.

Oversee compensation and benefits programmes, including salary benchmarking, payroll governance, performance incentives, leave administration, and employee benefits.

Manage employee relations matters professionally and confidentially, including workplace grievances, disciplinary matters, performance issues, and conflict resolution.

Support managers in performance management, coaching, employee development, and capability-building initiatives.

Lead learning and development initiatives to strengthen leadership, technical, and professional capabilities across the organisation.

Drive employee engagement, culture-building, internal communication, and change management initiatives.

Oversee HR systems, employee records, HR reporting, and people analytics to support data-driven decision-making.

Work with external vendors, consultants, government agencies, and professional partners where required.

Maintain confidentiality and proper handling of employee and company information.

Requirements

Bachelor’s degree in Human Resources, Business Administration, Psychology, Law, or a related discipline. Equivalent professional experience may also be considered.

At least  10 years of relevant HR experience, including experience in a senior HR leadership or HR business partner role.

Strong working knowledge of Singapore employment practices, HR compliance requirements, and workplace policies.

Experience managing recruitment, employee relations, compensation and benefits, performance management, and organisational development.

Strong leadership, stakeholder management, communication, and problem-solving skills.

Ability to work with senior management and employees at all levels of the organisation.

Strong judgement, integrity, discretion, and professionalism in handling confidential matters.

Ability to manage multiple priorities in a fast-paced business environment.

Experience with HR information systems, payroll processes, and HR analytics would be an advantage.

Relevant HR professional certification would be an advantage but is not mandatory.
