Job Description - Deputy Director - Performance & Rewards

Our client is a pubic sector organisation. The organisation's Performance and Rewards (P&R) Dept drives a high-performance culture which focuses on the organisation’s diverse workforce to deliver on desired performance and behaviours aligned to the organisation’s values. To effectively attract, engage and retain the organisation’s talents, the Dept designs and implements holistic and market competitive rewards strategies. The Dept is also a strategic HR business partner to drive and align the organisation’s HR and people strategy to enable an agile workforce to meet current needs as well as be future-ready. It also seeks to cultivate a harmonious and collaborative union-management partnership and drive productivity improvements through process improvements, technology and the revamped HRIS.

Responsibilities

The successful candidate will lead the P&R team and report to the HR Director. Key responsibilities are as follows:

  • Partner business leaders in strategic workforce planning and talent development to meet current and future workforce requirements aligned to business needs. The incumbent will focus on partnering senior leaders from key business division(s) on their future proofing and transformation efforts.
  • As a strategic business partner, to align HR initiatives and people strategy for the relevant divisions to meet business needs; this includes supporting employee and leadership development and designing succession plans to select and develop key talent for critical roles.
  • Provide effective coaching and consulting to senior leaders on people matters.
  • Drive a holistic and effective compensation and benefits strategy that attracts and retains different staff segments.
  • Manage the payroll function to ensure accurate and timely execution of monthly payroll, annual payments and manpower budgeting.
  • Leverage technology and HRIS to streamline/outsource work processes to enhance productivity.
  • Oversee the Dept’s operations and the outsourcing of shared services to external parties, where relevant.
  • Co-create data transformation with other personnel from relevant departments to translate HROD data vision into usable data for the company's stakeholders as well as the internal HROD team.

Requirements

  • Prior or current public/government sector experience a MUST.
  • Good experience in Compensation and Benefits a MUST.
  • At least 5 years’ of experience in leading a team.
  • At least 10 years’ of experience handling key HR functions especially business partnering, compensation, rewards, payroll administration and talent development.
  • He/She would ideally be a highly motivated strategic thinker who possesses strong influencing and problem-solving skills, and demonstrates professionalism and a continuous improvement mindset.
  • Demonstrates respect, care and concern when handling staff matters.
  • Agile and comfortable with digitalisation and working with systems in keeping pace with the innovation and dynamic work environment.
  • Highly resilient. Ability to multi-task, work well under pressure and tight deadlines.

The annual remuneration package for this role includes a 13th month AWS and variable performance bonus.
