Job Description - Head of Human Resource

Job Summary

You will lead the end-to-end human resource strategy and daily HR operations for a company in the administrative and support services industry, ensuring compliance with Singapore labour laws and managing workforce planning, payroll, employee relations, and vendor partnerships.

Responsibilities

  • Lead the development and execution of comprehensive human resource strategies aligned with business goals in the administrative and support services sector
  • Develop and implement HR policies, employment handbook, performance appraisal frameworks, and compensation and benefits structures compliant with the Singapore Employment Act
  • Manage manpower planning, recruitment, onboarding, training, and retention strategies for both local and foreign employees
  • Oversee all Ministry of Manpower (MOM) work pass processes including Employment Pass (EP) and S Pass (SP) applications, renewals, cancellations, quota planning, and Foreign Contingent Framework (FCF) compliance
  • Direct salary reviews, annual wage supplement calculations, CPF submissions, payroll coordination, and employee welfare programs
  • Handle employee relations matters including disciplinary cases, workplace disputes, terminations, and exit administration
  • Manage relationships with HR vendor partners such as payroll providers, corporate training, and insurance services while controlling the annual HR budget
  • Prepare and submit regular manpower reports to company management ensuring full compliance with local labour regulations

Required competencies and certifications

  • In-depth expertise in Singapore local labour law, MOM work pass regulations, FCF framework, and HR compliance standards
  • Proven experience managing full-cycle HR functions including salary structuring, foreign manpower quota planning, and vendor budget control
  • Strong strategic thinking, negotiation, conflict management, and cross-department coordination skills
  • Proficiency in written and spoken English, MS Office applications, and local HR payroll systems

Preferred competencies and qualifications

  • Bachelor’s Degree or Graduate Diploma in Human Resource Management, Business Administration, or related disciplines
  • Minimum 3-5 years of progressive HR experience with at least 3 years in formal people leadership within Singapore’s administrative and support services sector
