Job Summary
We are looking for a proactive and detail-oriented HR Administrator to join our HR team. In this role, you will play a key operational part in managing end-to-end recruitment, ensuring full statutory compliance, maintaining reliable HR records, and driving employee engagement initiatives. You will also collaborate on process improvements, leveraging digital HR tools and continuous improvement methodologies to support business efficiency.
Job Responsibilities
Recruitment Operations: Manage full-lifecycle recruitment for direct and indirect labor, including sourcing, screening, scheduling interviews, raising requisitions in the ATS, and drafting employment offers per approval matrices.
Sourcing & Outreach: Utilize job portals, social media, databases, and recruitment agencies to build candidate pipelines. Represent the company at job fairs, campus recruiting, and institutional events while maintaining a consistent corporate employer brand.
Onboarding & Offboarding: Coordinate end-to-end onboarding (document consolidation, personnel file setup, new hire announcements) and offboarding (exit clearance, letters, and conducting exit interviews).
Workforce Planning: Partner with hiring managers to align manpower plans with operational needs while optimizing cost-per-hire.
Regulatory Compliance & Audits: Ensure company staffing practices comply with local labor legislation (MOM). Prepare for and participate in RBA, ISO, regulatory, and customer audits.
HRIS & Data Integrity: Maintain and update accurate employee records across HRIS and internal administrative systems (e.g., Flex).
Work Pass Administration: Handle the application, renewal, and cancellation of work passes for foreign employees.
Foreign Worker Governance: Conduct site visits and address checks to ensure foreign worker residential details align with MOM and internal system records.
Policy & SOP Development: Formulate, update, and implement recruitment policies and Standard Operating Procedures (SOPs).
Milestone Management: Track employee confirmations, contract renewals, re-employment terms, and mandatory 6-monthly medical check-ups.
Incentive Programs: Monitor and administer the Employee Introducer Scheme, retention bonuses, and airfare allowances.
Engagement Initiatives: Lead regular touchpoints with new hires (136 Program) and organize quarterly employee "Coffee Chat" sessions to drive connection and morale.
Retention Strategy: Utilize HR data to analyze turnover trends and support the implementation of targeted retention strategies.
Employee Relations: Serve as an approachable point of contact for employee grievances and administrative HR queries.
Digital HR & AI: Leverage modern HR software, AI features, and digital tools to streamline daily operations and improve data accuracy.
Continuous Improvement: Actively participate in Lean Six Sigma projects and Kaizen initiatives to eliminate operational bottlenecks and refine HR workflows.
Issue standard HR letters (e.g., confirmation, resignation acceptance, employment certificates, re-employment letters).
Process HR-related invoices, including security bonds and agency fees, ensuring timely submission for payment.
Perform other ad-hoc HR duties as assigned by management.
Job Requirements
Experience: Minimum 5 years of experience in HR administration, recruitment, or generalist support (experience handling direct/indirect manufacturing labor is a plus).
Compliance Knowledge: Sound understanding of local employment laws and statutory guidelines (e.g., MOM regulations, work pass processing). Audit experience (ISO, RBA) is highly preferred.
Systems: Hands-on experience with HRMS platforms, and digital HR tools.
Skills: Strong organizational skills, eye for detail, clear written and verbal communication, and a continuous improvement mindset (exposure to Lean/Kaizen is a bonus).
