HR Executive (Recruitment/ L&D) (Immediate / Central)

Responsibilities

• Manage the full recruitment lifecycle, including job advertising, candidate sourcing, screening, interview coordination, offer preparation, onboarding, and pre-employment administration.
• Partner with hiring managers on manpower planning and provide recruitment market insights.
• Coordinate learning and development programmes, including training administration and maintenance of training records.
• Process government grants and funding claims while ensuring compliance with applicable requirements.
• Support talent management initiatives, including succession planning, leadership development, and employee development programmes.
• Liaise with training providers, government agencies, educational institutions, and recruitment partners.
• Drive HR digitalisation initiatives, including HRMS enhancement, learning management systems, workflow automation, and HR analytics.
• Assist in HR projects, employee engagement activities, policy implementation, and general HR and administrative functions.

Requirements

• Minimum 5 years of HR experience with strong experience in full-cycle recruitment and learning & development.
• Proven experience administering government grants and claims, including programmes under SkillsFuture Singapore (SSG), Workforce Singapore (WSG), and NTUC/e2i.
• Good understanding of the Singapore Employment Act and HR best practices.
