Job Description - HR Manager

Key Responsibilities

HR Strategy & Business Partnering

•       Develop and implement HR strategies aligned withoverall business objectives.

•       Partner with senior leadership to drive workforceplanning, organisational design, and talent management initiatives.

•       Provide data-driven insights on headcount, attrition,and employee engagement to support business decisions.

Talent Acquisition & Employer Branding

•       Oversee end-to-end recruitment for all levels, ensuringa strong pipeline of local and foreign talent.

•       Manage the Fair Consideration Framework (FCF) processand ensure compliance with TAFEP guidelines when hiring foreign professionals.

•       Strengthen employer branding to attract top talent in acompetitive Singapore labour market.

Compensation & Benefits

•       Design and administer competitive compensation andbenefits programmes benchmarked against industry standards.

•       Manage CPF (Central Provident Fund) contributions,annual wage supplements, and variable bonus structures.

•       Oversee employee benefits including medical insurance,leave entitlements, and flexible work arrangements in line with the TripartiteGuidelines on Flexible Work Arrangement Requests.

Employee Relations & Engagement

•       Act as a trusted advisor to managers and employees onworkplace matters, grievances, and conflict resolution.

•       Foster a positive and inclusive workplace culture thatsupports employee well-being and engagement.

•       Plan and execute employee engagement programmes,townhalls, and recognition initiatives.

Compliance & Employment Law

•       Ensure full compliance with the Employment Act,Employment of Foreign Manpower Act (EFMA), Workplace Safety and Health Act, andother relevant Singapore legislation.

•       Administer work pass applications, renewals, andcancellations (EP, S Pass, Work Permit) through MOM’s EPOL/WP Online systems.

•       Keep abreast of regulatory changes, including theWorkplace Fairness Legislation and Progressive Wage Model updates, and adviseleadership accordingly.

Learning & Development

•       Identify training needs and implement learning anddevelopment programmes, leveraging government initiatives such as SkillsFutureand NTUC funding schemes.

•       Support leadership development, succession planning,and career pathing efforts.

•       Manage the organisation’s training budget and track ROIon L&D investments.

HR Operations & Systems

•       Oversee day-to-day HR operations including payrollprocessing, HRIS management, onboarding, and offboarding.

•       Ensure accurate and timely statutory submissions (e.g.,IR8A/IR21 tax filings, NS make-up pay claims, government-paid leave claims viaGovBenefits portal).

•       Drive process improvements and digitalisation of HRworkflows.

Performance Management

•       Lead the annual performance review cycle, includinggoal setting, mid-year check-ins, and year-end appraisals.

•       Coach managers on delivering constructive feedback andmanaging underperformance.

Requirements

Qualifications

•       Bachelor’s degree in Human Resources Management,Business Administration, or a related discipline.

•       Postgraduate qualifications (e.g., Graduate Diploma inHR from SHRI) or IHRP certification (IHRP-CP / IHRP-SP) are highlyadvantageous.

•       Minimum 8–10 years of progressive HR experience, withat least 3 years in a managerial capacity within Singapore.

Knowledge & Skills

•       Strong working knowledge of the Employment Act, EFMA,TAFEP guidelines, CPF regulations, and other Singapore employment legislation.

•       Proven experience managing work pass administration andMOM compliance requirements.

•       Familiarity with Singapore’s Tripartite Framework,including guidelines on fair employment practices and flexible workarrangements.

•       Proficiency in HRIS platforms (e.g., SAPSuccessFactors, Workday, or similar).

•       Excellent interpersonal, communication, and stakeholdermanagement skills.

•       Strong analytical skills with the ability to interpretHR metrics and translate data into actionable strategies.
