Lead end-to-end recruitment and onboarding for engineering and technical roles, from workforce planning through to offer
Partner with R&D leadership on headcount forecasting, org design, and retention strategies for critical technical talent
Build and maintain Singapore HR policies, employment frameworks, and compliance processes in line with MOM regulations
Set up and manage payroll, CPF, benefits administration, and HRIS from the ground up
Own performance cycles, compensation benchmarking, and promotion frameworks suited to the semiconductor talent market
Serve as the primary HR liaison between the Singapore site and global HQ, advising on local labour law, work pass matters, and employment risk
Drive employer branding, employee engagement, and DEI initiatives for the Singapore site
Requirements
7+ years of HR experience, with at least 3 years in a managerial role
Demonstrated experience building R&D or engineering teams from the ground up
Strong working knowledge of Singapore employment law — Employment Act, CPF Act, Fair Consideration Framework, and work pass regulations
Hands-on with Singapore payroll, CPF administration, and HRIS setup
