Department: Learning & Development Department
Reports to: Department Head
Functional Relationships with:
Internal: HR team, Business Units, Line Managers
External: Training vendors, consultants, partners
Position Profile: Based in: Singapore (Yishun & Tuas), required to commute between Yishun and Tuas offices to support operational needs
Successful candidate will: The Learning & Development Executive supports the design, coordination, and delivery of organisational learning and talent development initiatives. This role identifies learning needs aligned to business requirements, collaborates with stakeholders to develop training programmes, and evaluates effectiveness to ensure continuous improvement.
The role also supports talent assessment and high-potential programmes, contributing to succession planning and overall organisational capability development.
Key Duties & Responsibilities
Learning Needs Analysis
• Analyse workforce capability gaps based on inputs from line managers and business units
• Incorporate profiling tools into learning needs analysis
• Prioritise learning needs aligned with current and future business requirements
• Evaluate the business impact of learning investments
• Ensure alignment with SkillsFuture Framework and relevant competency frameworks
Programme Design & Coordination
• Coordinate development of learning materials with internal subject matter experts
• Develop business case and training content with business units
• Review and evaluate external training providers and course content
• Select and engage internal trainers and external vendors
• Update and manage e-learning content
• Monitor learning budgets and training grant utilisation
• Manage virtual learning platforms and communities
Learning Programme Delivery
• Communicate learning calendar, course objectives, and schedules to employees
• Coordinate logistics, resources, and trainer arrangements
• Track participation rates and learning technology usage
• Administer feedback collection and post-training evaluations
• Analyse evaluation results to assess programme effectiveness
• Process vendor payments and related documentation
• Ensure completion of mandatory training and identify compliance gaps
Talent Development
• Support implementation of talent assessment tools
• Review suitability of assessment methodologies
• Coordinate and implement high-potential (HiPo) development programmes
• Support succession planning initiatives
Team Collaboration & Capability Building
• Share knowledge and best practices within the team
• Support team members’ development through collaboration and project assignments
• Build strong team identity and contribute to continuous improvement
Ability / Competency Required
Education & Experience
• Degree in Business, Human Resource Management, or related field
• Minimum 4–5 years of relevant experience in Learning & Development or HR
Skills & Competencies
• Strong communication and presentation skills
• Proficient in MS Office and learning systems
• Good organisational and multitasking abilities
• Detail-oriented with analytical skills
