Head, Community Engagement & Development

Purpose of Job

Provide strategic leadership for the Community Engagement and Development (CED) department, overseeing the planning and delivery of community and social initiatives that serve the mosque and surrounding community.

The role drives partnerships, strengthens outreach, and ensures alignment with organisational goals, working collaboratively with internal departments and external stakeholders to enhance community impact within the Jurong and Boon Lay area.

Responsibilities

Lead, guide and develop Community Engagement & Development department - including development of staff training plans (with the assistance of the HR unit) - with regular department meetings, monthly progress reports, and appraisals.

Lead them in planning, budgeting, implementation, and review of Annual Action Plans.

1) Administration & Frontdesk Operations:

To strengthen the mosque's relationships with government agencies, MMOs, community organisations, and key stakeholders.

Main Role: Develop and maintain strategic partnerships, represent the mosque in external engagements, and foster collaborations that support the mosque's mission and community objectives.

2) Community Insights & Programme Development:

To ensure programmes and services remain relevant and responsive to the evolving needs of the community.

Main Role: Analyse community demographics and needs, and translate insights into relevant programmes, services, and initiatives that support community engagement and development.

3) Stakeholder Engagement & Partnerships:

To strengthen the mosque's relationships with government agencies, MMOs, community organisations, and other key stakeholders in support of its mission and community objectives.

Main Role: Develop and maintain strategic partnerships, represent the mosque in external engagements and collaborations, and foster meaningful relationships that enhance community impact and organisational growth.

4) People & Programme Oversight:

To provide leadership and oversight for the Community Engagement, Social Development, Volunteer, Youth Development, Marcom, and Infocomm functions, ensuring effective programme delivery and sustainable community impact.

Main Role: Lead and develop CED team and programmes, strengthen volunteer and youth development frameworks, and ensure the effective planning, coordination, and implementation of initiatives across CED units.

5) Resource & Operational Management:

To ensure the effective management and utilisation of departmental resources in support of organisational objectives and programme outcomes.

Main Role: Oversee resource planning and utilisation, including manpower, budgets, and programme resources, and collaborate with internal departments to ensure effective and integrated programme execution.

6) Performance Monitoring & Reporting:

Key-officer in-charge and coordinate all funding projects, development of the mosque Strategic Plans, Annual Year Plans, compiling detailed Department In-Charge Work Plans, prepare the Project Proposals, etc.

Main Role: Monitor, evaluate, and report on programme performance, outcomes, and stakeholder feedback to support informed decision-making and enhance community impact.

Requirements

1. Minimum a recognised degree from a recognised institution.

2. Preferably with at least 5–8 years of relevant experience in community engagement, programme development, or related fields.

3. Strong interpersonal skills with leadership / supervisory track record and stakeholder management.

4. Strategic thinker with the ability to plan, execute, and evaluate programmes.

5. Effectively bilingual in English and Malay.

6. Comfortable using IT tools for work.

7. Compassionate, responsible, and committed to serving the community, including low-income families.

8. Able to work independently as well as collaboratively in a team environment.
