The Applications Development Technology Lead Analyst is a senior technology leadership role accountable for end-to-end technical ownership of critical components within the application platform, supporting Treasury's strategic modernization agenda.
As part of a Treasury-led transformation targeting 100% modernization of Interest Rate Transfer Pricing capabilities, this role provides deep technical expertise, architectural judgment, and delivery leadership to ensure solutions are scalable, resilient, controlled, and aligned with Citi's long-term technology strategy.
The role requires strong hands-on engineering capability, combined with the ability to lead through influence, shape technical direction, manage risk, and engage senior stakeholders across Technology and Treasury.
Responsibilities: - Own and lead complex application and database components within the application, from requirements analysis through design, build, testing, and production support.
- Drive delivery of Treasury modernization outcomes by translating business strategy into secure, high-performance technical solutions.
- Ensure solutions align with Citi enterprise architecture, data governance, resiliency, and control standards.
- Take accountability for platform stability, performance, and technical debt management within assigned scope.
- Review and approve solution designs, data models, and implementation approaches for complex initiatives.
- Define, evolve, and enforce engineering standards for coding, testing, deployment, and database optimization.
- Drive continuous improvement in code quality, operational efficiency, and developer productivity.
- Resolve high-impact, ambiguous technical and delivery challenges using advanced system analysis, interpretive thinking, and industry best practices.
- Appropriately assess and manage technology risk when making decisions that impact delivery timelines, architecture, or controls.
- Partner closely with Treasury stakeholders, Architects, Product Owners, DevOps, and QA to ensure cohesive end-to-end delivery.
- Provide clear, concise, and proactive updates to senior technology leadership on delivery status, risks, and key technical decisions.
- Serve as a senior advisor and mentor to developers and analysts, raising overall technical capability and engineering maturity.
- Allocate work and provide technical direction for medium-to-large bodies of work.
- Ensure disciplined SDLC execution, documentation, audit readiness, and compliance with Citi policies, regulatory obligations, and ethical standards.
- Escalate, manage, and remediate control issues with transparency, safeguarding Citi, its clients, and its assets.
Recommended Qualifications: - 8-10+ years of experience in Applications Development, Systems Analysis, or equivalent senior engineering roles.
- Extensive hands-on experience delivering enterprise-scale, database-driven platforms in a regulated environment.
- Demonstrated ability to lead complex technical deliveries with significant business and risk impact.
- Strong understanding of application architecture, data platforms, system integration, and non-functional requirements.
- Proven ability to influence senior stakeholders and lead cross-functional teams.
- Consistently demonstrates clear, concise written and verbal communication.
Preferred Qualifications - Deep expertise in database engineering, performance optimization, and data modeling.
- Experience in delivery Treasury, Funds Transfer Pricing, Risk, or Finance platforms.
- Strong exposure to agile delivery models, DevOps practices, and CI/CD automation.
- Prior experience contributing to platform-level or multi-year transformation initiatives.
Education: - Bachelor's degree/University degree or equivalent experience
- Master's degree preferred
