Job Description - Assistant Manager - Enabling Skills for Life Programme

The Assistant Manager supports the Centre Manager in the day-to-day management, operations, and programme delivery of the Day Activity Centre (DAC) and collaboration with Sheltered Workshop (SW), with a strong focus on implementing the Enabling Skills and Life Programme (ESLP). The role requires active involvement in administrative functions, staff supervision, programme coordination, stakeholder engagement, and service quality monitoring to enhance the quality of life for persons with disabilities (PWDs). 

Operational and Administrative Support 

  • Assist the Centre Manager in overseeing centre operations, including programme scheduling, staff deployment, and resource allocation. 

  • Monitor daily workflows to ensure smooth delivery of services aligned with ESLP’s domains and outcomes. 

  • Handle administrative functions such as audits, documentation, data reporting, and compliance with regulatory requirements e.g. MSF, NCSS. 

  • Review and manage operational SOPs and support implementation of improvements. 

  • To oversee the smoothness of operational and handling of emergency situation at centre during the absence of Centre Manager 

Programme and Curriculum Support 

  • Collaborate with Centre Manager in Day Activity Centre (DAC) and Sheltered Workshop (SW), Therapists and Master Trainer to co-develop and implement training programmes across domains such as IADLs, communication, social-emotional, community mobility, and vocational skills, behavioural management. 

  • Oversee the tracking and documentation of client progress using relevant assessment tools e.g. CAFR, WPT. 

  • Support in evaluating programme effectiveness and facilitating continuous enhancement. 

Staff Supervision and Development 

  • Assist in supervising care staff, training officers, and therapists to ensure quality service delivery. 

  • Support performance management, onboarding of new staff, and coordinating internal training plans. 

  • Facilitate regular team meetings, coaching, and problem-solving for day-to-day operational issues. 

Caregiver and Stakeholder Engagement 

  • Assist in managing communication and engagement with caregivers, including meetings, feedback sessions, and care plan discussions. 

  • Work with allied health professionals, social workers, and external agencies to coordinate holistic care and community integration initiatives. 

  • Represent the Day Activity Centre in inter-agency or programme planning meetings when required. 

Centre Development and Forward Planning 

  • Contribute to strategic and forward planning efforts including expansion of facilities, adoption of assistive technology, or service model transitions. 

  • Identify opportunities for innovation and development in line with ESLP objectives and best practices in disability services. 

JOB HOLDER’S REQUIREMENT 

  • Degree in Social Work, Psychology, Rehabilitation, Special Education, or relevant discipline. 

  • At least 3 years of experience in disability services or programme operations; supervisory or coordination experience preferred. 

  • Strong understanding of services for persons with disabilities (PWDs), especially within Singapore’s context. 

  • Experience in implementing training programmes or Individual Care Plans (ICP) is an advantage. 

  • Patient, positive and passionate about working with adults with disabilities. 

  • Good interpersonal, communication, and leadership/people management skills. 

  • A self-motivated team player, adaptable, able to multi-task and work well under pressure.
