The Office of Cost and Charge Management’s role is to review and oversee the public health clusters’ costs and charges. The Office aims to:
- Instil cost discipline, enhance value of healthcare services provided and eliminate waste in public healthcare institutions (PHI) through analysing cost; and
- Drive reasonable and harmonised charging across PHIs.
Within this office, your job scope entails leveraging on costing and billing data of various system initiatives to draw out insights on cost trends and drivers and healthcare charges. This allows stakeholders to focus attention and follow up on areas of cost inefficiencies and significant fee variations.
SCOPE
Cost Management
- Perform regular cost benchmarking
- Detect cost drivers and risks through monitoring of cost and utilisation trends
- Identify areas to raise productivity/ efficiency through analysis of workload data and related costs
- Perform value-for-money reviews
Charge Management
- Perform regular fee benchmarking
- Govern selected fee revisions
- Detect outliers in charging and non-compliance with policies
Others
- Collate data needed for analysis.
- Organised, clean the data and perform detail analysis
- Collate and analyse data from clusters/public healthcare institutions for regular fee revision review.
- Look out for trend/pattern as part of the data analysis
EDUCATION
- Qualification in Finance/Economics/Statistics/Data Analytics Degree
OTHERS
- Sensitive to public policies and aptitude for rigorous analytical thinking
- Able to work under pressure and meet tight deadlines
- Good quantitative and data analytics skills, as well as writing and communication skills
YEARS OF EXPERIENCE
- At least 3 years of relevant working experience
- Experience in healthcare finance will be an advantage. (Note: Candidates with fewer years of experience but shows strong aptitude to handle the job requirements would be considered)
- Knowledge in analytics, statistics, healthcare economics, costing and cost management would be an advantage.
- Experience in using programming (Python), statistical applications (e.g. SPSS, R, STATA) and visualisation tools (Power BI and Tableau) will be preferred.
