Business Analyst — ICT Procurement & Contract Services

About the Role

We're looking for a sharp, detail-oriented Business Analyst to join a team that sits at the intersection of technology, policy, and public value.

In this role, you'll help shape how the Singapore Government buys and manages ICT — from cloud and SaaS solutions to large-scale digital infrastructure.

This is not a back-office function. You'll be working on contracts and projects that directly impact how public agencies serve citizens, with exposure to senior stakeholders across Government and industry.

What You'll Do

Contract and Project Management

• Be the first point of contact for Government agencies on contract and procurement matters — triaging queries, coordinating with contract managers, and ensuring issues are resolved smoothly.
• Support end-to-end project coordination for ICT tenders: timelines, stakeholder communication, and supplier engagement.
• Turn raw data from multiple systems (ITSM portals, GeBIZ, spreadsheets) into clean, actionable intelligence for decision-makers.
• Run the annual system polls, analyze agency returns, and spot trends that inform procurement strategy.
• Contribute to the development and continuous improvement of procurement documentation.

Procurement & Market Intelligence

• Support industry engagement activities and analyze procurement data to guide smarter buying decisions.
• Assist in tender preparation, evaluation, and award processes.
• Identify value creation opportunities and process improvements in ICT procurement operations.

Compliance & Assurance

• Ensure strict adherence to Government procurement policies.
• Support audit activities and drive findings through to closure.

What We're Looking For

Qualification

- Degree or Diploma in Computer Science, Information Systems, Infocomm Technology, Computer/Electronics Engineering, or related field.

Experience

Minimum 5 years in the ICT industry and/or Government procurement

Technical Edge

Familiarity with Government e-procurement systems, tender evaluation, and contract negotiation. Knowledge of the Government Instruction Manual on Procurement is a strong plus.

Domain Knowledge

Solid grasp of ICT procurement practices, market trends, and pricing models. Experience with

Cloud, SaaS, and Agile projects

is highly valued

Analytics

Proven IT business analysis experience. Proficiency in

Tableau or Power BI

is advantageous

Innovation

Experience automating contract management systems or leveraging

Generative AI tools

(ChatGPT, Gemini, Copilot) to optimise operations

Project Skills

Track record in project monitoring, tracking, and contractor performance management
