Job Description - Centre Head (SRSF Programme)

1. Job Summary

As the Centre Head of the Single Room Shared Facilities (SRSF) Programme, at New Hope Community Services, you will play a vital role in driving our mission to bring change into the lives of the displaced and disadvantaged in our community. The Centre Head of the SRSF Programme is responsible for overseeing the overall strategic direction and operational aspects of the programmes, ensuring alignment with our mission. Critical communication with key stakeholders, particularly the Housing and Development Board (HDB) and asset management partners, will be central to your role, as you ensure compliance with the SRSF Programme requirements and drive service outcomes. Additionally, you will manage the SRSF Programme budget, ensuring financial stewardship in support of our mission. The Centre Head works collaboratively with our dedicated cross-functional teams, community partners, and stakeholders, to be a Beacon of New Hope to the displaced and disadvantaged in our community.

2. Key Responsibilities

Organisational Resource Management

  • Provide vision, leadership, and direction for the centre, and ensure that it is managed and organised to meet the aims and targets of the SRSF Programme.
  • Oversee supervision, training, and development of staff.
  • Responsible for maintaining proper records and inventory of in-kind donations, and managing the process of coordinating and disbursing items / rations / assistance to SRSF Programme residents.
  • Develop, implement, and maintain proper financial controls and processes for receipt, disbursement, and approval of monies / donations.
  • Implement information / data management system for effective collection and maintenance of client and operational data.
  • Verify statistical collation and review information management system.

Social Service Programme Implementation and Evaluation

  • Oversee overall SRSF Programme performance and accountability.
  • Oversee daily operational issues and statistical collection.
  • Provide leadership over the day-to-day operations of the SRSF Programme to ensure that the welfare of residents / clients is taken care of. This includes the development and review of Standard Operating Procedures (SOP) to ensure the effective and efficient operation of the SRSF Programme.

Stakeholder Management

  • Build collaborative working relationships with partnering agencies including HBD Zone / Branch representatives, grassroots organisations, and other agencies on ground issues and activities.
  • Ensure that services are provided in such a way as to promote neighbourliness and that social support uplifts residents to achieve stability, self-reliance, and social mobility.

Workplace Safety and Health Performance Management

  • Responsible for maintaining the security, health, and safety of the SRSF Programme environment.
  • Develop, implement, and improve processes and effectiveness of incident management within the SRSF Programme environment, including ensuring adequate training of staff to handle incidents that may occur.
  • Oversee the management of incidents and processes to prevent, manage, and mitigate potential incidents.

Others

  • Any other related duties in New Hope CS as assigned by the Reporting Officer.

  • Reports to Director of Social Work

Technical Competencies

  • Proficiency in IT Systems and Microsoft Office Suite (e.g., Microsoft Word, Excel, PowerPoint, etc.).

Education and Experience:

  • Minimum Degree in relevant disciplines
  • At least 3 - 5 years of relevant working experience in similar sectors
  • Relevant experience in the Social Service sector would be an advantage.
