Role Summary

The COO is the operational anchor of the company, ensuring that every order, shipment, and regulatory filing runs with precision. While the GM drives commercial growth, you own the internal engine – from procurement and warehousing to HSA compliance and finance. Your mandate: deliver operational excellence so the business can scale without breaking compliance or customer trust.

Key Responsibilities

1. Regulatory & Quality Compliance (Critical)

· Act as the Accountable Executive for HSA Importer's & Wholesaler's Licences.

· Own the GDPMDS Quality Management System – lead all internal audits, corrective actions, and renewal applications.

· Oversee product registration, adverse event reporting, and recall procedures in full compliance with HSA regulations.

· Serve as the primary liaison with HSA on all operational and compliance matters.

2. Supply Chain & Logistics

· Manage end-to-end procurement, warehousing, and last-mile delivery for temperature/humidity-sensitive medical devices.

· Negotiate with freight forwarders and 3PL partners to optimize cost vs. service levels.

· Set inventory policies (safety stock, reorder points) to prevent stockouts while minimizing holding costs.

· Implement and maintain ERP/WMS systems for real-time inventory visibility.

3. Commercial Operations Support

· Partner with the GM to ensure sales forecasts are translated into procurement and logistics plans.

· Oversee customer service teams to ensure order-to-cash cycle is seamless (order entry → delivery → billing).

· Support tender submissions by providing operational cost inputs and delivery commitments.

4. Financial & Administrative Oversight

· Own the operations P&L – manage budgets for logistics, warehousing, QA, and admin overheads.

· Drive cost-reduction initiatives without compromising service quality or compliance.

· Oversee HR functions (recruitment, payroll, staff welfare) in partnership with Finance/Admin Manager.

5. Team Leadership & Culture

· Build, mentor, and retain a high-performing operations team (warehouse, QA, customer service, finance).

· Foster a culture of accountability, safety, and continuous improvement.

· Establish clear KPIs for each direct report and conduct regular performance reviews.

Qualifications & Experience

· Education: Bachelor's degree in Business, Supply Chain, Engineering, or Life Sciences. MBA preferred.

· Experience: Minimum 10–15 years in medical device distribution, healthcare logistics, or pharmaceutical supply chain, with at least 5 years in senior management.

· Regulatory Knowledge: Deep understanding of HSA licensing, GDPMDS, and medical device classification in Singapore.

· Systems: Proficiency with ERP systems (e.g., SAP, Dynamics, or local equivalents) and Microsoft Office.

· Soft Skills: Strong problem-solving, cross-functional collaboration, and crisis management skills.
