We are seeking an experienced Cost Manager to provide comprehensive quantity surveying and cost management services across large-scale construction and infrastructure projects. The successful candidate will be responsible for managing project costs throughout the entire project lifecycle, from feasibility studies and procurement through to post-contract administration and final account settlement, while working closely with clients, consultants, and project teams to deliver commercially successful outcomes.
Conduct feasibility studies and prepare cost advice during the early stages of project development.
Develop detailed cost estimates, cost plans, and project budgets, ensuring accurate cost forecasting throughout the project lifecycle.
Manage the full procurement process, including pre-qualification, tender preparation, tender evaluations, tender reporting, and contract documentation.
Administer post-contract commercial activities, including cost control, variation management, progress valuations, change management, and final account negotiations.
Prepare monthly cost reports and provide commercial updates to clients and project stakeholders.
Participate in value engineering exercises and recommend cost-effective solutions while maintaining project quality and objectives.
Work closely with clients, consultants, contractors, and internal teams throughout all project stages to ensure commercial objectives are achieved.
Assist in the preparation of bid documentation and support business development activities where required.
Contribute to continuous improvement initiatives by enhancing internal cost management procedures, templates, and best practices.
Maintain accurate project records and support knowledge-sharing initiatives across the business.
Bachelor's Degree in Quantity Surveying, Cost Management, Cost Engineering, or a related discipline.
Minimum 5 years of relevant quantity surveying and cost management experience within a consultancy environment.
Must have experience in M&E quantity surveying and cost management.
Strong knowledge of cost estimating, Bills of Quantities (BOQ), value engineering, tendering, contract administration, variation orders, cost control, and final account preparation.
Experience delivering projects within infrastructure, mixed developments, high-tech manufacturing, corporate real estate, or public sector developments will be advantageous.
Familiarity with BIM-based cost management tools such as CostX or equivalent software.
Excellent analytical, commercial, negotiation, and stakeholder management skills.
Strong leadership, communication, and problem-solving abilities.
For CSA-focused candidates, experience in at least three 3 projects administered under the Public Sector Standard Conditions of Contract (PSSCOC) is required.
Accredited Professional Quantity Surveyor (APQS) certification or Singapore Institute of Surveyors and Valuers (SISV) membership is mandatory.
