The role develops benchmarked, defensible cost models; supports design\u2011to\u2011cost decisions; drives tendering/commercial rigor; and ensures predictable CAPEX outcomes for cleanrooms, subfab structures, ultra\u2011high purity (UHP) utilities, abatement, and high\u2011density electrical/mechanical systems. You will collaborate with Facilities Engineering, Tool Install, Process/Equipment Engineering, QS/Commercial, Procurement, and Planning to deliver cost certainty from feasibility through handover.\n\nKey Responsibilities: \n\n1) Pre\u2011Construction / Feasibility \u0026 Concept\n\n * Build Class 5\u20133 estimates for greenfield fabs, brownfield expansions, and capacity upgrades.\n * Develop parametric cost models (cost per sqft cleanroom, per utility density) and maintain historical benchmarks by technology node and region.\n * Identify scope/risks for cleanrooms (ISO 3\u20137), subfab, UPW/WWT, CDA/N\u2082, HPM gases, exhaust \u0026 abatement, electrical distribution, chilled water/HVAC.\n\n\n\n2) Design Development / Front\u2011End Planning\n\n * Provide design\u2011to\u2011cost inputs on cleanroom type, plenum heights, slab/vibration criteria (VC\u2011A to VC\u2011E), redundancy (N+1/2N), and specialty materials (FM\u2011approved, chemical\u2011resistant).\n * Quantify and compare alternatives (modular utility skids vs stick\u2011build, ceiling grid/FFU density, substrate/trench layouts) with TCO/ROI implications.\n * Align estimates with facility load from Process/Equipment Engineering and Line Planning.\n * Able to prepare BOQs, rate build\u2011ups, and bid packages across C/S/A/M/E/P scopes if required.\n * Lead RFQ/RFP processes: clarify scope, normalize bids, validate inclusions/exclusions (HPM compliance, seismic supports, cleanroom finishes).\n * Create and defend should\u2011cost breakdowns for UHP piping, gas cabinets, bulk/CDA/N\u2082 systems, scrubbers/abatement, electrical switchgear, and modular skids.\n\n\n\n3) Risk, Compliance \u0026 Governance\n\n * Lead Quantitative Cost Risk Analysis (QCRA); model scenarios for commodity volatility (stainless/copper), lead times (switchgear/chillers), UHP welding productivity, certification failures.\n * Ensure compliance with FM Global, NFPA/IFC, SCDF requirements, local codes, and internal audit.\n * Keep documentation audit\u2011ready (assumptions, sources, bid tabs, approvals).\n\n\n\n4) Reporting \u0026 Stakeholder Management\n\n * Produce monthly cost reports, VE registers, risk logs, cash flow updates, and executive summaries.\n * Present cost deltas for design changes and VE proposals with quantified savings and schedule impact.\n * Interface with Facilities/Tool\u2011Install/Line Planning, QS/Commercial, Procurement, PMO, and suppliers/contractors.\n\n\n\nSkills / Qualifications \n\nMinimum Qualifications:\n\n * Bachelor\u2019s degree in Quantity Surveying, Mechanical/Electrical Engineering, Construction Management, Industrial Engineering, or related field. Master\u2019s degree is a plus.\n * 5\u201310+ years of cost engineering/estimating experience, with semiconductor fab or advanced manufacturing projects (cleanrooms, UHP, tool\u2011install) strongly preferred.\n * Demonstrated competency in BOQ take\u2011offs, rate build\u2011ups, estimating classes, tender evaluations, and cost control.\n * Solid understanding of cleanroom systems, UHP piping, HPM compliance, abatement, power \u0026 mechanical redundancy, and vibration criteria.\n * Good analytical skills with problem solving aptitude.\n * Skills in excel and simple code writing desired.\n * Ability to integrate and work in a global multicultural team\n * Great leadership, interpersonal skills and team building spirit.\n * Excellent communication skills, both written and verbal.\n\n\n\nPreferred Experience \u0026 Skills\n\n * Experience with greenfield megaprojects or fast\u2011track brownfield fab upgrades.\n * Familiarity with FM Global, NFPA/IFC, SCDF guidelines, and local regulatory processes.\n * Proficiency with:\n * Estimating/QS tools: CostX/PlanSwift/CCS Candy/WinQS, Bluebeam\n * Planning/Control: Primavera P6, MS Project, ERP (SAP/Oracle), Power BI/Excel modeling\n * Risk: @Risk/Crystal Ball (Monte Carlo)\n * Strong data/analytics capability; can build parametric models and reconcile top\u2011down vs bottom\u2011up estimates.\n * Excellent written/oral communication; able to defend estimates with evidence and negotiate variations.\n\n\n\nAs a world leader in the semiconductor industry, Micron is dedicated to your personal wellbeing and professional growth.
