Job Description - Country HR Manager (Singapore, Malaysia)
Our client is a global organization providing a range of engineering, construction, and maintenance services. Due to their business growth in APAC, we are partnering with them to look for a Country HR Manager based in Singapore.
The Country HR Manager (Singapore/Malaysia) will provide a strategic people support service to all levels of the organization, to contribute to the achievement of the companyâs key business goals, with specific responsibility for the âpeopleâ strategic area.
Overall Objectives
- Align HR strategy with business needs
- Serve as a trusted advisor on employee relations matters.
- Lead or support change management efforts related to reorganizations, business transformation, or M&A activity at the country level.
Main interfaces
- Internal: Perimeter Directors, Business Unit General Managers, Human Resources team
- External: Payroll company, legislative authorities (eg, MOM), insurance company, etc
KEY RESPONSIBILITIES
1. Strategic HR Leadership & Business Alignment
- Managing the Human Resources and Payroll team across a wide range of strategic initiatives and projects to add value to the company and meet client, parent company, and legislative requirements.
- Advising senior management on a wide range of people\-related matters, e.g., employee benefits, conditions of employment, and remuneration.
- Compiling people\-related information for business tenders as required by operations.
- Drive initiatives that strengthen employee engagement, well\-being, and alignment with company values.
- Managing people business risk areas relating to Payroll and HR, and delivering consistency across all HR\-related activities within the business.
- Ensuring risk assessments are completed to eliminate or otherwise mitigate risks associated with the BU operations to meet the requirements of company policy and Legislation.
2. Talent Management & Development
- Support workforce planning to anticipate business needs.
- Oversee recruitment strategies to attract, hire, and retain top talent, ensuring alignment with diversity and inclusion goals.
- Managing the companyâs performance, remuneration, and succession management, using appropriate company systems.
- Managing the companyâs job evaluation system and related employment and remuneration processes.
- Ensuring all employees and sub\-contractors are suitably trained/competent to carry out the prescribed task and that the necessary licenses/certificates of competence are current and appropriate.
3. Employee & Industrial Relations
- Advising on and supporting employment relations matters, including union negotiations (if any).
- Drive initiatives that strengthen employee engagement, well\-being, and alignment with company values.
4. Compliance & Legal / Regulatory Requirements
- Ensuring the company complies with employment and payroll legislation.
- Managing the companyâs accreditation with SIN/MY immigration.
- Ensuring that required legislative, client, and company audits are carried out.
- Ensuring the company event reporting procedures are understood and complied with, and assisting with incident investigations where appropriate.
5. HR Operations & External Stakeholder Management
- Managing relationships with key suppliers, e.g., payroll and health insurance.
- Ensure accurate and timely reporting of HR metrics through internal tools (e.g., Dashboards, HRIS) on a monthly and quarterly basis, supporting data\-driven decision\-making and compliance with group reporting standards.
- Reporting on all people\-related matters at the company and parent company level, using required reporting formats and platforms.
- The responsibilities and tasks of the position are not limited to the above\-mentioned and change might occur in concert with the direct Manager.
KNOWLEDGE, EXPERIENCE, and COMPETENCIES
Knowledge and experience:
- Valuing diversity/Strong cross\-cultural awareness
- 10+ years of experience managing HR related matters and activities within a large organization.
- Experience in conflict resolution, counseling performance, and disciplinary procedures, in terms of employment legislation.
- High\-level oral and written communication skills.
