Our client, a Japanese-listed, high-quality Engineering, Procurement, and Construction (EPC) company, is seeking a Deputy Department Manager (EPC). This role is responsible for leading construction planning, cost estimation, manpower management, safety compliance, and administrative operations while supporting project execution and continuous improvement.

You will report directly to the Director.

【 What you will be doing 】

1) Primary Responsibilities: 
- Collaborate closely with the Construction Department Manager, Engineering Manager, and other Engineering disciplines.
- Strengthen and develop the construction team to enhance capabilities and performance.
- Participate in management reviews, administrative activities, and project-specific activities, including construction planning, cost estimation, proposal preparation, and manhour planning during bidding and tendering phases.
- Oversee administrative functions such as department hiring, promotions, performance appraisals, overseas assignments, and organizational changes.

2) Secondary Responsibilities:
- Oversee all construction activities concerning schedule, performance, and procedures.
- Provide recommendations to project managers for improvements and corrective actions during project execution.
- Supervise delivery and use of materials, tools, equipment, construction quality, staff productivity, and safety.
- Manage HSSE (Health, Safety, Security, Environment) for all sites and ensure compliance with local government regulations and clients’ HSSE requirements.

【 What they are looking for 】
(Must)
- Bachelor’s degree in Mechanical/ Construction Management engineering.
- At least 15 years of experience in the field of plant engineering design and construction experience in oil & gas, petrochemical, chemical, and industrial plants.
- Supervisory skills, construction safety, and construction skills.
- Have knowledge and experience in construction planning and control throughout an entire EPC project lifecycle (bidding, execution, handover).
- Ability to independently manage construction work in an operational plant (refinery).
- Possess a basic understanding of QOHSE requirements.
- Proficient in MS Office & AutoCAD.
