Designated Person Ashore

Job Description:

1.Report directly to General Manager and serve as independent Designated Person Ashore per ISM Code with direct access to top management.

2.Own, maintain and update the company’s SMS for chemical tankers in line with SOLAS, MARPOL, IBC, flag state and classification society rules.

3.Monitor daily SMS implementation via vessel reports, defect logs, drill records and non-conformity notices.

4.Organize annual management reviews, analyze fleet safety data and submit formal performance reports to senior leadership.

5.Coordinate mandatory SMS, chemical cargo and HSE training for shore staff and all seafarers.

6.Handle all vessel safety inquiries, secure funding for safety equipment, drydocking repairs and pollution response supplies.

7.Receive, investigate and conduct root cause analysis for all vessel incidents including chemical spills, injuries, machinery failures and pollution events.

8.Formulate, track and verify full closure of corrective & preventive actions to eliminate recurring chemical tanker hazards.

9.Lead annual internal ISM audits covering chemical cargo compatibility, tank cleaning, toxic vapour control and waste management.

10.Prepare vessels and shore teams for external audits: DOC/SMC renewal, PSC, class surveys, CDI, RightShip and oil major vetting.

11.Manage validity of DOC and SMC certificates, coordinate timely renewal and official submissions to flag authorities.

12.Activate SOPEP and lead cross-functional shore emergency response for chemical leaks, toxic gas release and tanker pollution accidents.

13.Track latest IMO conventions, issue company circulars to update shore and vessel teams on new chemical carriage regulatory requirements.

14.Evaluate cargo acceptance risks based on vessel safety limits and provide professional compliance advice to the commercial team.

15.Compile regular fleet safety performance reports and exercise the authority to reject high-risk cargo or voyage arrangements endangering safety & environment.

Requirements:

Education and Qualifications:

M.Sc. or B.Sc. in Maritime Studies, Nautical Science, or equivalent; Class 1 Marine Master background preferred.

Work Experience:

1.At least 5 years of shore-based technical management experience with tankers.

2.Minimum 10 years of sea-going experience, preferably on tanker vessels.

3.Sound understanding of international and local maritime laws and regulations.

4.Strong integrity and professional conduct.

5.Proven leadership, communication, teamwork, and managerial skills.

6.Ability to lead, motivate, and influence teams effectively.

7.Comfortable with vessel visits and travel when required.
