DEVELOPMENT MANAGER

Job Summary

We are seeking a dynamic and results-driven Development Manager to lead business growth, client development, and operational excellence within our employment agency. The successful candidate will expand client base, develop overseas recruitment partnerships, oversee recruitment operations, and drive staff development aligned with strategic goals.

Responsibilities

• Develop and execute business development strategies to expand the client portfolio and recruitment services
• Identify and build long-term relationships with new and existing corporate clients to secure business growth
• Lead the development of overseas recruitment partnerships and manpower sourcing channels to diversify talent pipelines
• Oversee recruitment operations to ensure efficient, compliant, and high-quality service delivery
• Monitor industry trends and analyze market data to identify new business opportunities
• Ensure compliance with Singapore employment agency regulations and Ministry of Manpower (MOM) requirements to maintain operational standards
• Develop, implement, and monitor annual learning and development plans to enhance employee skills and performance
• Coordinate internal and external training programmes to build staff capabilities and support career growth
• Monitor training effectiveness through feedback and performance metrics, recommending continuous improvements
• Manage departmental budgets, forecasts, and operational resources to optimize financial and operational efficiency
• Recruit, coach, mentor, and supervise team members to achieve business objectives and foster a high-performance culture
• Prepare business performance reports and recommend strategies for continuous operational and business improvement
• Collaborate closely with the Director to align departmental activities with company growth and operational goals
• Perform other duties as assigned by Management to support organizational needs
