We are seeking a proactive and strategically minded Executive to support the development and operational of volunteers, and also execute partnership agreements with external stakeholders under the International Services department.
The role requires an individual who is able to independently manage projects, develop structured operational and development frameworks, coordinate stakeholders, and produce clear, well-organised written outputs that support decision-making and programme implementation.
The successful candidate should be comfortable working in a dynamic environment involving volunteer management, programme coordination, stakeholder management, and overseas humanitarian operations.
Key Responsibilities
1. Volunteer Development & Capability Building
● Develop and maintain volunteer development pathways aligned with the operational needs of the department.
● Plan and coordinate volunteer training programmes, including leadership development and specialised capability-building initiatives.
● Support volunteer engagement, retention, and deployment readiness
● Develop frameworks and selection criteria for overseas deployments and specialised training opportunities
● Implement and maintain volunteer profiling and capability records in compliance with the Personal Data Protection Act 2012 (PDPA).
2. Overseas Disaster Deployment Preparedness
● Plan and coordinate the Overseas Disaster Deployment Training twice a year, in collaboration with volunteer trainer workgroup and the Singapore Red Cross Academy.
● Review and continuously improve training curriculum to reflect operational requirements and lessons learnt from deployments.
● Conduct After Action Reviews (AARs) and translate findings into operational improvements and future training enhancements.
● Support operational planning and preparedness initiatives for overseas humanitarian deployments.
3. Programme Management & Stakeholder Engagement
● Coordinate the planning and implementation of departmental programmes and projects, working closely with internal departments, volunteers, and external partners.
● Manage partnerships and project cooperation agreements with local and overseas organisations.
● Coordinate meetings, working groups, and stakeholder engagements to ensure effective project delivery.
● Arrange official meetings, courtesy calls, and stakeholder engagements as required.
4. Volunteer Operations Support
● Provide operational support for volunteer management matters, including volunteer feedback, welfare, and grievance handling.
● Support volunteer mobilisation and deployment activities as required.
● Undertake any other duties assigned by the Head of Department.
Job Specifications
Qualifications and Experience
● Degree in a relevant discipline such as humanitarian affairs, social sciences, international relations, emergency management, or related fields preferred.
● Experience in volunteer management, programme coordination, stakeholder management, learning and development, or overseas humanitarian operations preferred
● Experience working with volunteers or cross-functional stakeholders will be advantageous

● Possess good understanding of the geo-political relations of the world and cross-cultural sensitivity
● Ability to analyse operational needs and implement them as structured plans and frameworks
● Good interpersonal skills, with the ability to relate well to people of all levels
● Possess excellent communication skills (written & verbal) with good command of English
● Strong organisational skills with ability to manage multiple workstreams
● Able to coordinate stakeholders independently and follow through on deliverables
● Ability to work independently while collaborating effectively within a team
● Familiar with Google Suite Applications
