Executive Manager (Application Service Ops Section) Contract

[What the role is]

You will lead the planning, delivery and organisational adoption of Choa Chu Kang Operations Department (CCKOD)’s Digital Asset Mapping and Command System. The role serves as the accountable officer for the programme, overseeing end to end delivery, governance and transition into operations, while working closely with internal stakeholders and external vendors. This role supports NEA’s broader digitalisation and operational intelligence objectives by establishing a scalable and secure digital platform to enhance situational awareness, operational decision making and asset management at CCKOD.

[What you will be working on]

You will be responsible for the following:

• Lead end‑to‑end project planning, execution and delivery of the Digital Asset Mapping and Command System.
• Account for vendor management, including contracts, timelines, deliverables and budget oversight.
• Coordinate and align with internal and external stakeholders to ensure integrated system delivery.
• Oversee system integration, command centre setup and deployment of operational intelligence dashboards.
• Ensure compliance with prevailing Government IT security, data governance and policy requirements throughout project implementation.
• Oversee training programmes, change management efforts and transition of the system into BAU operations.
• Conduct regular project reviews and provide updates, reports and recommendations to senior management.

[What we are looking for]

Requirements:

• Degree in Computer Science, Information Systems, Information/ Infocomm Technology, Computer or Electronics Engineering or related discipline
• At least 5 years of relevant experience in project management, digital transformation or operations‑related initiatives.
• Experience coordinating multi‑stakeholder projects involving technology, operations and external vendors.
• Experience with data visualisation software (e.g. Power BI, Tableau or equivalent) to support the development and oversight of operational intelligence dashboards.
• Strong leadership, stakeholder engagement and communication skills.
• Strong writing and analytical skills, with the ability to present clearly to senior management.
• Able to manage risks, budgets and outcomes in a complex operational environment.
• Candidates with experience in handling projects involving Cloud, Design Thinking, Data Analytics or Product-Centric Development will be strongly preferred
• Able to identify potential project risks and manage them in a timely manner with appropriate mitigation methods to ensure impact is mitigated
• Adaptable and willing to try new things and take risks
