Fleet Manager, Operations

Job Description:

In charge of Operations (Marine, Technical and Safety).

  • Plan, organize and monitor efficient resource management of all department’s superintendents and operation assistants / executives.
  • Promote and develop a culture of continuous improvement in pursuit of organizational objectives;
  • Maintain a harmonious working relationship among team members and colleagues;
  • Monitor and manage day-to-day operations with the assistance of the Marine and Technical Superintendents;
  • Monitor voyage and commercial performance with the respective superintendents;
  • Prepare the annual fleet operating budgets with inputs from all the Marine / Technical Superintendents. Also, monitor the expenditure against the budget, and explain variances in the monthly report to the Senior Management, with contributions from the Superintendents;
  • Prepare, manage, and control department budgets for any projects related expenses;
  • Report to the Board of Directors for the planning of annual KPIs and targets for the Operations Team (Marine, Technical, and Safety & Training);
  • Provide technical direction for development, design and system integration in new ship buildings and current ships;
  • Plan, coordinate and execute an efficient and cost-effective docking program;
  • Ensure that technical procedures, documentation and standard policies are put in place and reviewed regularly;
  • With the Team Leads, conduct performance reviews of all members in the relevant departments and identify areas of improvement;
  • Assign each team member specific tasks and oversee their performance;
  • Coordinate with the Company’s insurance section for claim settlement with the respective superintendents;
  • Keep abreast of new relevant rules and regulations and ensure implementation across the Company;
  • Perform verification checks through audit and inspection in compliance with the Company’s Health, Safety and Environmental System and Workplace Safety and Health Act and Environmental Public Health Regulations;
  • Oversee internal and external audits, and reviews of ISM, ISPS and ISO, with the assistance of the Team Lead in the Safety and Training Department;
  • Oversee implementation of Fleet Safety Training Plan, drills and exercises;
  • Attend, coordinate and implement Oil Majors’ and Charterers’ HSSEQ requirements;
  • Overall in charge of the Company’s Oil Majors, Class, Flag and Statutory audits;
  • Help update and monitor the Company’s TMSA;
  • Attend to casualty, incident, personnel accident investigation and reporting;
  • Plan, coordinate and attend to the new building, delivery and sale of ships if required;
  • Act as an Emergency Response Team coordinator;
  • Participate in marine and shipping committees and working groups as and when required;
  • Carry out other duties assigned by the Senior Management.

Job Requirements:

  • Possess COC Class 1 (Motor) with dangerous cargo endorsement (Oil & Chemical);
  • Preferably to have 10 years’ experience as Chief Engineer on Tanker vessel and relevant shore-based experience;
  • Must have strong leadership qualities to lead a team;
  • Preferably with 5 years’ Superintendent experience;
  • Strong analytical and planning skills;
  • A skilled organiser and communicator at all level;
  • Committed to stringent quality and cost control.
