HR Policy Analyst (Lead/Senior) Performance Management and Organisational Design

The Public Service Division (PSD), a Centre of Government agency, shapes people and organisation strategies across Singapore's Public Service. As the steward of Public Service-wide HR policies, PSD is reimagining how performance is recognised, organisations are designed and managers lead — building an agile, future-ready people system for an AI-enabled, competency-based and multi-generational workforce.

What You Will Do 

You will be part of a high-performing team responsible for shaping Public Service-wide performance management and organisational design policies that strengthen both individual performance and organisational effectiveness.  

Shape the Future of Performance Management 

• Lead the review, design and continuous evolution of Public Service-wide performance management frameworks, including appraisal, ranking and promotion. 

• Design policy, operational and digital solutions that keep performance management simple, effective and future-ready, supporting competency-based careers, diverse career pathways and a future-ready workforce. 

• Reimagine the employee and supervisor experience across the appraisal and development journey, strengthening manager capability, performance conversations and employee growth. 

• Partner across HR policy domains to build a coherent, integrated workforce policy ecosystem. 

Design High-Performing and Future-Ready Organisations  

• Partner agencies to design organisation structures, job evaluation and workforce models that strengthen organisational effectiveness and build future-ready capabilities, aligned with strategic workforce plans.  

• Develop organisation structure review guidelines and processes which are agile and fit-for-purpose.  

• Design and enable diverse career roles and pathways across generalist, leadership and specialist tracks, empowering officers with different aspirations to grow and contribute meaningfully across the Public Service. 

• Integrate organisation design and performance management policies to ensure organisation structures, jobs and people systems reinforce one another and drive organisational performance. 

Drive Evidence-Based Policy Across Government 

• Work with HR practitioners, data specialists and technology teams to develop HR data products, digital capabilities and analytics that improve policy design, implementation and user experience. 

• Use workforce, organisational and performance data to generate insights, evaluate policy effectiveness and inform strategic workforce decisions. 

• Build trusted partnerships across Ministries, Statutory Boards and the HR community to co-create scalable workforce solutions. 

• Lead cross-functional initiatives spanning policy, operations, data and technology to deliver Public Service HR transformation.

• Excellent written, verbal and presentation skills, with the ability to communicate complex ideas clearly and influence diverse stakeholders, including senior leaders. 

• Strong stakeholder management skills and the ability to influence and collaborate across diverse groups. 

• Initiative, resilience and a bias for action, with the drive to take ideas from concept to implementation. 

• High integrity, a collaborative mindset and pride in delivering high-quality outcomes. 

Experience 

• Experience or demonstrated interest in public policy, HR policy, organisation design, organisational development, workforce strategy, job evaluation, workforce analytics or HR transformation will be advantageous.
