The Lead/Senior Counsellor is responsible for leading MTFA’s counselling services while overseeing the delivery of community-based support services.
The role focuses on ensuring quality counselling practice, effective case management, and well-coordinated community interventions to support individuals and families across preventive and intervention needs.
The incumbent will provide clinical leadership for counselling services while managing the Community Services function, ensuring services are delivered safely, consistently, and in alignment with organisational standards.
Key Responsibilities
Counselling Services Leadership (Primary Focus)
Lead the delivery of counselling services across MTFA.
Provide clinical guidance on case formulation, intervention approaches, and ethical considerations.
Handle selected complex or high-risk cases where required.
Conduct case discussions, supervision sessions, and peer reviews.
Ensure adherence to professional, ethical, and culturally competent counselling standards.
Community Services Management
Oversee the delivery of community-based services including casework, family support, and outreach.
Supervise the Manager, Community Services (for Senior Manager level) or directly manage staff.
Ensure proper intake, assessment, intervention, and referral processes are in place.
Guide the management of complex and high-risk cases across community services.
Service Integration & Coordination
Ensure alignment between counselling services and community-based interventions.
Strengthen coordination and referral pathways across internal teams and external partners.
Improve workflows to support seamless service delivery.
Programme Implementation & Development
Oversee and contribute to programmes related to:
Family strengthening
Youth development and risk prevention
Emotional and mental well-being
Ensure programmes are practical, structured, and responsive to ground needs.
Quality Assurance & Governance
Ensure proper case documentation and record-keeping across services.
Maintain service standards and compliance with organisational and regulatory requirements.
Conduct periodic reviews to ensure quality and consistency.
Stakeholder Engagement & Partnerships
Build and maintain working relationships with community partners and referral agencies.
Support coordination of care and service access for clients.
Contribute to reporting requirements for internal and external stakeholders where needed.
Team Leadership & Capability Building
Lead, supervise, and develop counselling and community services staff.
Provide coaching, guidance, and performance feedback.
Strengthen team capabilities in both counselling practice and service delivery.
Foster a collaborative and professional team environment.
Key Requirements
Qualification in Counselling with relevant professional certification
Strong counselling experience, including handling complex cases
Experience in supervising teams; experience managing a Manager is an advantage (for Senior Manager level)
Exposure to community-based services or FSC-type environments preferred
Familiarity with Singapore’s social service landscape
