Job Description - Manager, Government Affairs - Southeast Asia
About Bridge Carbon
Bridge Carbon is a global, end‑to‑end carbon project developer operating across Africa and Asia. We deliver high‑quality, high‑integrity carbon offsets directly from the source, supported by a proprietary technology platform that ensures transparency, traceability, and verifiable climate impact.
Our work is grounded in respect, integrity, accountability, community partnership, and transparency. These values guide every decision we make — from how we design projects to how we treat people.
Bridge Carbon also plays a leading role in shaping Article 6 implementation under the Paris Agreement and works closely with governments and international partners to advance credible climate cooperation across emerging markets.
What You’ll Do
Reporting to the Chief Carbon Officer—and working closely with the Chief Commercial Officer—you will help drive Bridge Carbon’s government engagement strategy across Southeast Asia, with a strong focus on Article 6. This highly collaborative, externally facing role requires strong policy expertise, relationship‑building skills, and the ability to navigate evolving regulatory landscapes.
Government Engagement & Relationship Management
Support government engagement activities across priority markets including Singapore, Cambodia, Laos, Thailand, and Vietnam, with expansion to additional ASEAN countries as needed.
Build and maintain productive working relationships with national authorities responsible for Article 6 implementation, such as:
Vietnam: Ministry of Agriculture and Environment
Thailand: Department of Climate Change and Environment; Thailand Greenhouse Gas Organization
Cambodia: Ministry of Environment
Singapore: Ministry of Trade and Industry
Other relevant ministries (Energy, Finance, Foreign Affairs).
Represent Bridge Carbon at meetings, workshops, conferences, and policy or industry forums, in alignment with senior leadership.
Article 6 Support & Policy Implementation
Support processes for host country authorizations and approvals under Article 6.2—and where relevant, Article 6.4—including preparation of materials, tracking requirements, and follow‑up with national authorities.
Assist in securing and maintaining access to compliance markets across Southeast Asia, including frameworks such as Singapore’s International Carbon Credit Framework.
Monitor and analyse policy developments, political trends, and government guidance relevant to Article 6 negotiations and implementation.
Prepare updates, risk assessments, and policy insights for senior leadership, ensuring regulatory considerations inform operational and commercial strategy.
Cross‑Functional Coordination
Collaborate with Country Managers, in‑country consultants, and the Operations Team to ensure aligned priorities and streamlined information flow across internal stakeholders.
Contribute to knowledge sharing between Southeast Asia government affairs activities and Bridge Carbon’s global strategy.
Prepare PowerPoint presentations for shareholder updates, board meetings, and internal/external engagements.
What You Bring
Relevant Skills & Experience
6–7 years of experience in government affairs, climate policy, public policy, or regulatory engagement, preferably within Southeast Asia.
Experience working with ministries or agencies involved in climate and carbon market policy across ASEAN countries (Laos, Cambodia, Thailand, Vietnam, Singapore).
Working knowledge of the UNFCCC Article 6 framework, including bilateral cooperation and host country authorization processes.
Understanding of the broader carbon market ecosystem (e.g., Verra, Gold Standard, ICAO) and how it intersects with Article 6.
Ability to navigate complex, evolving regulatory and political environments.
Strong written and verbal communication skills, capable of producing clear policy briefings and engagement materials.
Fluency in English required; language skills in Khmer, Lao, Thai, and/or Vietnamese are an advantage.
Key Attributes
Highly collaborative and comfortable supporting senior leadership.
Detail‑oriented, proactive, and consistent in follow‑through.
Diplomatic, professional, and sensitive to diverse political and cultural contexts.
Adaptable and able to manage multiple priorities across countries and stakeholder groups.
Committed to integrity, transparency, and the advancement of credible climate solutions under Article 6.
