Job Description - Manager, Offshore Marine Centres (OMC)

The Job

  1. Direct Resource Planning at the macro level to allocate manpower and equipment/services in order to achieve smooth operations at both OMC Tuas and PLH in Jurong Port:
    • Initiate engagements with Customers and BU to understand proper scope of intended project.
    • Establish appropriate assignment of term contractors to the project such that adequate resources are deployed with minimal administrative burden.
  2. Monitoring and supervision of facility management in OMC Tuas:
    • Contracting and management of term contractors, supervise scheduled maintenance work. 
    • Manage the expectation of JTC and manage the work as per the contract. 
    • Ensure that JP gets reimbursed for the ad hoc jobs not covered un the contract with JP contractors.
  3. Management of Procurement and Contractor matters:
    • Design effective and cost-efficient term contracts alongside CPU.
    • Participate in the pre-award procurement of services, prepare purchase requirement, provide technical clarifications, participate in negotiation, and evaluate the qualified vendors. Ensure that cost by vendors is reasonable and within budget.
  4. Direct Bidding and Proposal activities at macro level to support BU in their engagement with end clients:
    • Vet and/or prepare technical proposals, cost estimation in bidding external projects.
    • Client engagement, demonstrate proposals in client Kick-Off-Meetings and Pre-Ops meetings, and provide technical clarifications.
  5. Manage OMC department’s finances to ensure OMC department remains a financially viable operation:
    • Manage, monitor, and track terminal’s profit and loss.
    • Control and maintain terminal’s financial performance and operation throughput.
    • Ensure finance AP issues are resolved expediently to keep vendors payments flowing.
  6. Others: 
    • Support in departmental budget planning, capital expenditure project

 

Job Requirement

  • University graduate in a logistics and supply chain management discipline.
  • At least 5 years of relevant experience in maritime, offshore, logistics, or in the port industry.
  • Strong operation background knowledge on terminals, offshore operations or other relevant areas.
  • Highly numerate, meticulous and process driven, ability to deliver results under stressful and challenging conditions.
  • Able to monitor the cost closely.
  • Persuasive, able to achieve results from others through influence stakeholders in changing environment.
  • Thrives in a fluid and challenging environment, able to make qualified decisions under time pressures or lack of complete information.
  • A good communicator, outgoing, and able to engage others across diverse cultures.
  • Results oriented.
