The Agency Services Division (ASD) administers healthcare schemes with MOH and supports evaluation of other government schemes' applications and appeals, including aligning relevant systems to policy changes.  Specifically, the Subsidy Implementation Unit in ASD is responsible for supporting MOH in the timely and accurate implementation of healthcare subsidy policy changes within the public healthcare sector. 

 

The Manager/ Senior Manager (Subsidy Implementation) will be a member of Agency Services Division. He/ She will be responsible for leading the Subsidy Implementation Unit to ensure the successful implementation of healthcare subsidy policy changes, including but not limited to driving engagement efforts with our public healthcare partners, overseeing the development of operational policies and implementation materials, managing the project with Synapxe to ensure the timely deployment of IT changes, collaborating with necessary stakeholders to seek approval for funding and operations (ops) policies, and conducting post-implementation monitoring and resolution of issues raised.

 

  • Develop and lead the Subsidy Implementation Unit in ASD to implement Ministry of Health (MOH) subsidy policy changes in the public healthcare sector in a timely and efficient manner.  This includes providing guidance to team members on the next steps, supporting supervisors in budget and manpower planning and managing key stakeholders such as MOH. 
  • Supervise staff and set goals and expectations, ensuring they progress through planning, assigning & directing work, addressing employee performance, motivation and corrective action plans.  Additionally, to develop, guide and mentor officers to maximise their potential.
  • Drive stakeholder engagement, with support from the respective team members identified as the Scheme ICs, with key partners such as Public Healthcare Institutions (PHIs), Community Hospitals (CHs), Synapxe, MOH to work through changes needed to their operational processes, patient communications, bill presentment and other collaterals, as well as IT enhancement requirements to ensure that MOH subsidy policy changes are rolled out successfully by the policy rollout date. 
  • Assess the feasibility, timeline and budget for implementing policy changes, in collaboration with key stakeholders.  After the requirements for the IT enhancements necessary to support the subsidy policy changes (if applicable) have been gathered from the PHIs and CHs, to determine the scope of system changes and assess appropriateness and reasonableness of the system specifications changes and surface them for approval. 
  • Project manage and monitor closely the overall implementation timeline for each subsidy policy change, in collaboration with partners such as Synapxe, and identify and/or resolve emergent risks and issues.  Where there is likely impact to the overall implementation timeline, to highlight them to supervisors for direction.
  • Oversee the drafting and submission of funding paper for the IT enhancements to MOH for each subsidy policy change.
  • Develop, engage relevant stakeholders, and seek approval for operational policies relating to subsidy policy changes e.g. no-worse off/ transitional arrangements for citizens who may be impacted by the changes.
  • Supervise the development of implementation materials for each subsidy policy change, which includes but is not limited to, implementation guide, patient communication scripts, Frequently Asked Questions, training materials.  Where necessary, to conduct training to PHI, CH and other identified staff.
  • Oversee implementation activities for each subsidy policy change, such as facilitating and tracking progress for systems testing and User Acceptance Testing (UAT) and conducting post-implementation monitoring (e.g. checking of patient bills to ensure that subsidy changes have been implemented accurately).  Where issues are flagged, to work with the relevant parties to resolve them.
  • Manage subsidy implementation operations by ensuring that the team is able to respond to queries and approve subsidy deviation requests from healthcare providers and Members of Public (MOPs) timely and accurately. Additionally, to ensure that Standard Operating Procedures (SOPs) and workflows for subsidy implementation operations are developed and/or maintained.
  • Project manage Request for Proposals and work with internal stakeholders such as legal, procurement, finance and corporate comms to meet the requirements for the proposal and necessary approval papers. 
  • Co-ordinate and monitor the division’s risk indicators.
  • Represent the division in internal committees, where required.
  • Any other duties as required.

Educational Requirements: 

  • Degree holder in any field, preferably with experience in healthcare or operational related setting

Other requirements/qualities such as personality traits, interests or skills required for the job: 

  • Equipped with strong analytical abilities, eye for details and possess excellent process and system skills
  • Highly self-motivated, enthusiastic, energetic and independent with positive work attitude
  • Ability to work well in a team-based environment and communicate with clarity and logic
  • Demonstrated problem solving skills through active identification, anticipation and resolution of risks and issues during the subsidy policy implementation process. 
  • Excellent verbal and written communication skills

  • Demonstrated leadership in managing staff groups and major projects or initiatives

  • Excellent computer skills and proficient in MS Word, Excel and Outlook

Years of Experience: 

  • At least 7 years of relevant supervisory experience in managing large-scale operational and/or change projects, preferably relating to subsidy policies changes within the healthcare sector. 
  • Good understanding of MOH Healthcare Financing policies and/or experience within the public healthcare sector would be advantageous.
