We are seeking an analytical and forward-looking individual with experience or a strong interest in standards development, competency frameworks and professional development to join our team.

As Manager / Senior Manager, you will work closely with SWDA's leadership to formulate and maintain quality standards for career and employment services, including career planning services, and strengthen the competencies and professional development pathways of career practitioners. You will also engage the career and employment services sector to shape standards, competencies and professional development. Your work will help ensure that services and practitioner capabilities remain relevant, rigorous and aligned with SWDA's vision of quality career and employment services.

[What you will be working on]

Standards and Competency Development

  • Translate standards into practical competency requirements and implementation guidance for career planning services and other priority areas
  • Develop and refine professional development and credentialling pathways that enable career practitioners to build, demonstrate and sustain the skills, knowledge and professional practices required for quality service delivery
  • Conduct research, benchmarking and evaluation to assess the effectiveness of standards, competency frameworks and professional development initiatives, and recommend enhancements in response to evolving workforce and sector needs

Sector Engagement

  • Plan and organise engagements with industry practitioners to formulate career practitioner standards, competencies and professional development requirements
  • Synthesise evidence, sector feedback and emerging practices from industry insights, and translate the panel's guidance into proposed frameworks, standards and implementation priorities
  • Coordinate with internal stakeholders across SWDA to align standards and professional development initiatives with related policies, programmes and organisational priorities
  • Engage selected sector representatives, practitioners, training providers and Institutes of Higher Learning (IHLs) to obtain technical input, validate proposals and support the effective adoption of standards

Standards Implementation, Monitoring and Continuous Improvement

  • Establish a systematic approach to monitor how standards and competency requirements are implemented, and assess service quality and alignment with established expectations
  • Work with relevant internal teams to develop tracking and evaluation frameworks, support data collection and analysis, and assess the outcomes of standards and professional development initiatives
  • Translate monitoring and evaluation findings into actionable insights that inform standards refinement, professional development design and policy or programme improvements
  • Gather targeted feedback from practitioners, service providers and service users to identify implementation issues, capability gaps and opportunities to strengthen service and professional standards

[What we are looking for]

  • Relevant experience in standards development, competency or capability frameworks, professional development, policy, programme design, quality assurance, or a related area
  • Familiarity with the career and employment services landscape, professional development systems, or the workforce development sector in Singapore
  • Ability to formulate clear frameworks, standards or policy positions by synthesising research, operational considerations and input from multiple stakeholders
  • Strong conceptual and problem-solving skills, with the ability to structure ambiguous issues and develop practical, evidence-informed solutions
  • Experience supporting committees, advisory groups or industry panels, including agenda planning, paper preparation, facilitation, decision capture and follow-through
  • Analytical and detail-oriented, with the ability to interpret qualitative and quantitative information and translate insights into practical recommendations
  • Strong written and verbal communication skills, including the ability to develop clear frameworks, concise papers and presentations for senior management and industry representatives
  • A genuine interest in career development, professional standards and enabling individuals to access quality career and employment services such as career guidance and employment support

Successful candidates will be offered a contract in the first instance and may be considered for an extension or be placed on a permanent tenure.
