The jobholder will manage the procurement and administration functions for National Library Board (NLB). This job plays a critical role in overseeing compliance and procurement governance, while ensuring projects are delivered within budget and project timeline. The jobholder will also manage corporate administrative contracts in support of NLB’s activities.
[What you will be working on]
- Lead and manage the divisions’ procurement requests, in partnership with stakeholders from various divisions, including stakeholder engagement, conducting various procurement activities, establishing demand aggregation contracts, providing advice to divisions in their procurement decisions.
- Propose appropriate procurement methods to meet the divisions’ business needs and to take on the role of business partners to meet divisions’ procurement needs.
- Ensure procurement compliance and excellence; remain updated on changes to Government procurement policies, legislations, and regulations, Instruction Manual on procurement, and internal NLB processes and guidelines.
- Provide guidance to users and/or team members on requirement specifications, evaluation reports and other procurement-related reviews.
- Assist in the review of procurement and administration policies/guidelines and prepare policy papers/reports for presentation to Senior Management.
- Be the project lead and contract manager for NLB’s enterprise-wide corporate contracts, ensuring continuity of services to NLB business functions.
- Work closely with stakeholders to ensure corporate administrative services are provided without delay and in compliance with applicable policies and SOPs.
- Identify and adopt new technologies (such as Robotic Process Automation (RPA), PowerBI, VBA, AI tools) to enhance efficiency, effectiveness and controls of the procurement and administrative processes.
[What we are looking for]
- At least 8 years of relevant experience with at least 5 years in government procurement position
- Good command of English and communication skills (written and spoken)
- Able to work independently as well as being a strong team player
- Meticulous and analytical
- Good understanding of Procurement Government Instruction Manual (IM)
- Keen interest in governance and processes, analytics and policy development
The successful applicant will first be appointed on a 2-year contract basis.
