We are currently looking for talented individuals to join us for below role
Operations Lead Process Safety EngineerWe are currently based at Metropolis, Buona Vista, Singapore.
Role Purpose
To oversee and guide safe and reliable operation through the implementation,
maintenance, and continuous improvement of process safety management (PSM) systems to minimize risks, manage Major Accident Hazards (MAHs), and prevent and mitigate Major Accident Events (MAEs) across the organization’s global operations.
Key Accountabilities
Process Safety Leadership
Support the Operations Process Safety Manager to develop and
implement global process safety management (PSM) strategies,
policies, and procedures within the operations departments across all
regions.
Coordinate with other departments and regional teams to ensure
consistent application of process safety best practices across the
organization.
Work in tandem with the Process Safety Section Lead for process
safety corporate alignment between bids, EPCI and operations.
Provide specialist process safety expertise to regional teams to solve
complex engineering and/or operational issues to ensure the
management of Major Accident Hazards.
Governance and Compliance
Support the Operations Process Safety Manager to ensure that all
regions comply with company process safety processes and
procedures.
Ensure adherence to local, national, and international process safety
regulations and standards and classification societies by collaborating
with regional teams.
Feedback to Bid and EPCI
Collaborate with bids, EPCI, pre-operations, engineering,
maintenance, brownfield modifications and other relevant
departments to identify and assess potential hazards and develop risk
mitigation measures.
Communicate the operational process safety lessons learned to bids,
EPCI and pre-operations for early implementation and follow up
status of actions
Risk Management
Lead and manage process hazard analysis (PHA) efforts, risk
assessments, consequence analysis using specialist software, Human
Factors, safety audits, and incident investigations throughout global
operations.
Be able to develop process safety studies, technical notes, guidelines
and procedures as part of the management of Major Accident Hazards.
Proactively guide regional process safety teams with operational
safety and risk assessment and support measures to identify and
address potential risks at the earliest possible stage.
Develop the digital tools and conduct regular audits to verify barrier
health, sharing the audit results with the regional process safety teams
and follow up actions as required.
Steer the regional operational teams with Pre-Start Safety Review
(PSSR) confirming that the operational teams and facilities are
prepared for a safe start-up following planned shutdown and/or the
execution of brownfield modification projects.
Identify opportunities and promote programs for the implementation
of Process Safety Fundamentals across all company operating regions.
Training and Development
Support the Operations Process Safety Manager to develop and
deliver process safety training, new initiatives and awareness
programs to global operations personnel, enhancing their
understanding of process safety principles and best practices.
Help to foster a culture of continuous improvement and open
communication regarding process safety within global operations,
encouraging reporting and learning from incidents and near misses.
In combination with the regional teams, develop a program of
competencies to ensure operations and engineering personnel are
adequately trained and aware of the purpose, operation and
performance and maintenance of the barriers.
Performance Indicators
Assist the Operations Process Safety Manager to monitor and
analyze global operations process safety key performance indicators
(KPIs) and help to identify trends, areas of improvement, and best
practices.
Contribute to the achievement of Performance Goals defined for the
organization.
Monitor and periodically audit the reporting and classification of
Process Safety Events (PSE) across all regional operating units and
establish a scheme for monthly reporting to senior management.
Qualifications
Minimum 12 years of relevant working experience in Operations Process / Technical Safety in the oil and gas sector, with a bachelor’s degree in Chemical / Environmental / Mechanical Engineering, or minimum 11 years of relevant working experience for a master’s degree.
