Job Description - Performance Development Manager (PDM)

With recent Government announcements on the development of World Class facilities, increased international events at Kallang, enhanced high performance support and with SEA Games being hosted by Singapore in 2029, it is an exciting time to be in Sport in Singapore.  Over the past few years, Singapore Gymnastics has hosted the 2023 Asian Artistic Gymnastics Championships and the 2025 Senior Rhythmic Gymnastics Asian Championships. In the past years, we achieved our first podium placings at the Junior Artistic Gymnastics Asian Championships and our first ever world finals on beam.  In addition, Singapore Gymnastics is implementing a new business plan for FY2026-29. Singapore Gymnastics is offering an exciting opportunity for a highly motivated individual to join the team as a Performance Development Manager (PDM).

ABOUT THE ROLE

The role is responsible for leading the implementation and operational delivery of the performance development system under the direction of the Performance Director.

The Performance Development Manager (PDM) is responsible for the planning, implementation, and continuous improvement of Singapore Gymnastics’ performance development system across all disciplines.

This includes oversight of athlete pathways, National Training Centres (NTCs), local and overseas competitions, technical systems, and stakeholder alignment. The role ensures integration between grassroots, pathway, and national squad levels to support long-term athlete development and international performance outcomes.

The PDM will take a leadership role in developing systems, managing key programmes, and ensuring the effective delivery of performance initiatives across the organisation.

Reporting Line & Working Hours

The PDM reports to the Performance Director. Standard working hours are 9:00am to 6:00pm, Monday to Friday. Flexibility is required during peak periods, including competitions, camps, and events, where evening and weekend work maybe necessary. Time Off In Lieu (TOIL) will be provided in accordance with organisational policy.
KEY RESPONSIBILITIES

1. Performance Development System

·           Lead the implementation of athlete pathways in alignment with the Performance Director

·           Monitor athlete progression and overall system effectiveness

2. National Training Centres (Oversight)

·           Provide overall leadership and strategic oversight of all NTC programmes

·           Ensure NTC programmes are aligned with long-term athlete development and international benchmarks

·           Drive performance culture and standards across all NTC environments

·           Ensure NTCs operate as high-performance environments aligned with national standards:

-     Daily training environments and programme quality

-     Athlete development structures and progression frameworks

-     Integration of sports science and athlete support services

-     Annual training plans and programme cycles

-     Athlete monitoring and performance tracking

-     Individual athlete development pathways

-     Oversee delivery of NTC camps and international exposure opportunities

-     Ensure effective communication systems with parents (supported by Performance Development Officer)

-     Lead NTC Open Selections preparations and management

-     Support NTC coaches:

o     NROC registrations

o     Professional development
o     Parentcommunication

o     Annual selections

3. Competitions & Local Events

·           Oversee operational planning and delivery of competitions

·           Develop technical requirements and directives

·           Coordinate scoring systems and judging operations

·           Work with technical advisory councils, clubs, judges, and event teams

·           Review outcomes and implement improvements

4. Selection & National Squad

·           Ensure alignment between selection outcomes and national performance strategy

·           Lead the planning and delivery of selections under the direction of the Performance Director

·           Preparation of scorings and documentation

·           Support the Performance Director in the development of national squad policies and ensure effective implementation

·           Support carding matters such as policy preparations, carding applications and tracking

5. Technical & Judges Development

·           Lead the development and implementation of technical standards in collaboration with TAC

·           Oversee the national judges development pathway

·           Lead judges course preparations and planning

·           Prepare local judging courses budgets

6. Budgeting & Resource Management

·           Develop and oversee NTC budgets

·           Ensure effective allocation of resources across NTCs, competitions, and technical programmes

·           Ensure effective management of NTC overseas trips budgets

·           Ensure effective management of local judges courses budgets

·           Ensure effective management of NTC equipment budgets

·           Oversee equipment procurement

·           Ensure financial tracking for NTC and local judges’ courses

·           Support Performance Development Team for budget matters

7. Stakeholder Management

·           Build and maintain strong relationships with clubs, coaches, athletes, parents, TAC members, and key stakeholders (e.g. SSP, SNOC, spexSG)

·           Act as the key link between pathway, NTC, and high-performance programmes

·           Liaise effectively with:

-     Internal departments (Finance, Events, Community Development)

-     External partners and event organizers

-     Ensure clear and timely communication across all stakeholders

8. Systems & Data

·           Oversee the development and implementation of athlete tracking and performance monitoring systems

·           Use data insights to inform decision-making and programme improvements

9. Leadership & Project Management

·           Provide direction and oversight to the Performance Development Officer in the delivery of operational and administrative functions

·           Lead local competitions and NTC projects

·           Ensure programmes operate in alignment with Safe Sport and athlete wellbeing principles

·           Support Performance Director, Performance Development Officer and Performance Development Team for successful Business Plan implementation

10. Key Performance Indicators

·           Effective delivery of NTC programmes

·           Athlete progression and retention

·           Successful competition operations

·           Successful judge education operations

·           Budget compliance

·           Stakeholder engagement

·           Implementation of business plan objectives

·           Development of pathway and monitoring systems

About You

·           Educated to degree level

·           A passion for sport and athlete development

·           Takes responsibility and initiative when needed

·           Strong leadership and communication skills

·           Organised and can prioritise effectively

·           Adaptable and proactive

Technical& Computer Skills

·     Advanced proficiency in Microsoft Office, particularly:

-     Excel (data analysis, tracking systems, formulas, dashboards)

-     Word (report writing and documentation)

-     PowerPoint (presentations and reporting)

·           Experience managing projects, competitions, or pathways

·           Budget management experience

·           Strong organisational and communication skills

·           Experience working with coaches and stakeholders.

·           Understanding of long-term athlete development/high-performance systems

·           Experience in gymnastics or Olympic sport environment preferred

·           Experience in managing and maintaining data tracking systems and sport management platforms (e.g. SportSync, athlete databases, performance monitoring tools)

·           Ability to analyse and interpret performance data to support decision-making
