Home for Good Singapore supports foster families so that every foster child can grow up in a safe, nurturing, and supportive home. We work alongside foster parents, volunteers, fostering agencies, and community partners to strengthen Singapore's fostering ecosystem.
Role Summary
The Programme Assistant Manager / Manager leads the design, implementation, and evaluation of programmes that strengthen support for foster families. The role includes identifying emerging needs, developing innovative programmes, building strategic partnerships, and ensuring initiatives deliver meaningful and measurable outcomes.
The successful candidate is a collaborative team player who thrives in a dynamic environment, manages multiple priorities effectively, supervises and develops staff and volunteers, communicates professionally, welcomes feedback, and takes ownership of delivering high-quality work. As Home for Good Singapore is a lean organisation, all staff are expected to work collaboratively across functions and, when required, contribute to organisational priorities beyond their primary responsibilities.
Key Responsibilities
Programme Strategy and Development
- Design, implement, and continuously improve programmes that strengthen foster families and Singapore's fostering ecosystem.
- Identify emerging needs, service gaps, and opportunities, and develop innovative programmes and initiatives.
- Apply Theory of Change (ToC) and logic models in programme design and implementation.
- Ensure programmes align with organisational priorities and intended outcomes.
Programme Delivery and Operations
- Plan and oversee programme implementation, including timelines, budgets, logistics, and resource management.
- Lead, supervise, and delegate work to staff, interns, and volunteers by providing clear direction, timely feedback, and support.
- Coordinate with foster parents, volunteers, facilitators, vendors, and community partners to deliver high-quality programmes.
- Manage multiple programmes and competing priorities while ensuring timely delivery and quality outcomes.
- Take ownership of assigned work, proactively follow up on action items, and keep colleagues and stakeholders informed of progress, risks, and issues.
- Support organisational operations and cross-functional initiatives, including preparing meeting agendas, taking minutes, coordinating follow-up actions, maintaining documentation, and undertaking administrative tasks as required.
- Contribute to organisation-wide projects, fundraising, communications, events, governance, and other operational priorities as required.
Partnerships and Community Engagement
- Build and maintain strong relationships with foster parents, volunteers, fostering agencies, government agencies, and community partners.
- Facilitate collaboration, peer support, and community engagement initiatives.
- Represent Home for Good Singapore at meetings, sector collaborations, and community events.
Monitoring, Evaluation, and Learning
- Develop and implement monitoring and evaluation frameworks using Theory of Change (ToC) and logic models.
- Collect, analyse, and interpret programme data and participant feedback to measure outcomes and inform programme improvements.
- Recommend improvements based on evaluation findings, participant feedback, and emerging sector trends.
- Maintain programme dashboards and contribute to impact reports, donor reports, grant reports, the Annual Report, and other organisational reports.
Success in the First 12 Months
- Strengthen existing programmes and introduce initiatives that address identified gaps.
- Build trusted relationships with key stakeholders across the fostering ecosystem.
- Establish and maintain effective monitoring systems and evaluation processes to measure programme outcomes and organisational impact.
- Demonstrate the ability to lead staff, manage competing priorities, communicate effectively, and deliver programmes successfully.
Qualifications and Experience
- Degree or equivalent qualification in Psychology, Community Development, Education, Public Policy, or a related field.
- At least five years' experience in programme management, community development, or the social service sector.
- Experience designing, implementing, and evaluating community-based programmes.
- Experience working with volunteers and multiple stakeholders.
- Experience leading or supervising staff, interns, or volunteers is an advantage.
- Experience in fostering, child welfare, or family services is an advantage.

- Good understanding of Theory of Change (ToC), logic models, programme evaluation, monitoring, and impact measurement.
- Strong attention to detail with excellent documentation and organisational skills.
- Proficient in Microsoft 365 and digital collaboration tools.

Working Conditions
- Some evening and weekend work may be required to support programmes, meetings, and community events. Time off in lieu will be provided in accordance with organisational policy.
- Occasional travel within Singapore for meetings, workshops, stakeholder engagement, and programme activities.
Other Responsibilities
- Undertake other duties reasonably assigned by the Executive Director to support Home for Good Singapore's programmes, operations, governance, fundraising, communications, and organisational priorities.
