Programme Evaluation Manager/ Senior Manager [P2MD]

We are looking for an individual with an eye for detail,good with numbers and a passion for improving lifelong learning and employment outcomes for Singaporeans. In this role, you will support the Team Lead in evaluating programmes, strengthening data administrative practices, and transforming skills and career services through actionable insights.

What Skills You Will Apply

Programme Review and Evaluation

You are able to support the evaluation of career and employment programmes, with an understanding of governance practices and funding conditions. You can coordinate reviews, manage documentation, andfollow up on compliance recommendations to ensure timely closure.

Data Analytics & Outcome Reporting

You are skilled in managing, validating, and consolidating data from multiple sources with accuracy and attention to detail. You cananalyse trends, assess programme effectiveness against KPIs, and translate findings into clear insights and recommendations that inform both operational and strategic decision-making.

Admin & Data Reporting

You are able to establish and maintain consistent reporting practices across teams, ensuring data quality and integrity. You can engage stakeholders, resolve data discrepancies, and drive accountability for timely and accurate data submissions across divisions. You are also comfortable managing administrative tasks and processes that support the smooth running of day-to-day operations.

What You Will Be Working On

· Evaluating workforce programmes and monitoring employment outcomes against programme objectives and KPIs

· Supporting the Team Lead in governance activities,including documentation, coordination of reviews, and tracking of recommendations

· Consolidating and analysing programme data to drive reporting consistency, accuracy, and timeliness across divisions and for senior management

· Working with internal teams to track programme impact, measure success, and support budget visibility and resource allocation

· Providing analytical, reporting, and administrative support that cuts across teams and functions to ensure effective group operations

Skills & Competencies

· Accountable and detail-oriented, with a commitment todelivering high-quality work and integrity in reporting and decision-making

· Possesses strong numerical skills, with the ability to manage and analyse data using Excel and visualisation tools, and translate findings into evidence-based insights and recommendations

· Strong communication and interpersonal skills,with the ability to work effectively across teams and with external partners

· Organised and able to manage multiple priorities and deadlines without compromising on accuracy or quality

· Hands-on and resilient, with the persistence to deliver outcomes even in complex or fast-changing environments

Experience

· Familiarity with monitoring and evaluation methodologies, grants governance, or compliance frameworks is a plus

· Experience in programme evaluation, workforce development, grants administration, or the Career and Employment Services ecosystem will be an advantage

· Tertiary qualifications with a background in Social Sciences, Public Policy, Business Administration, Economics, Statistics,or related fields are beneficial

· Fresh graduates with relevant internship experience are welcome to apply
