About the Role Custera O&M Pte. Ltd. is seeking an experienced Project Manager to lead the end-to-end delivery of civil and infrastructure maintenance, renewal, and construction projects. You will hold overall responsibility for project planning, execution, safety, quality, cost, and stakeholder management — delivering works safely, on schedule, within budget, and in full compliance with contractual and regulatory requirements.
You will lead multidisciplinary site teams (site engineers, QA/QC, WSH, commercial, and administrative staff) and act as the primary interface with clients, consultants, authorities (LTA, MOM, BCA), and subcontractors.
Key Responsibilities
Project Planning & Delivery
Take full ownership of project delivery from award through defects liability period and final account close-out
Develop and maintain the master programme, resource plans, and procurement schedules; monitor progress and drive recovery actions
Review and approve method statements, risk assessments, ITPs, and material submissions prior to client submission
Chair internal progress meetings and represent the company in client, consultant, and authority meetings
Commercial & Contract Management
Manage project budgets, cost forecasts, and monthly cost reporting with the Commercial Department
Oversee progress claims, variations, extensions of time, and contractual correspondence; protect the company's contractual position
Oversee subcontractor procurement, award, and performance management
Safety, Quality & Compliance
Hold overall accountability for site WSH performance; ensure compliance with the WSH Act, MOM regulations, LTA requirements, and project WSHE plans
Ensure the Project Quality Plan is implemented; drive timely closure of NCRs and audit findings
Support ISO 9001 / 14001 / 45001 management system requirements at project level
Stakeholder & Team Leadership
Serve as primary point of contact for clients and authorities in English and Mandarin
Lead, mentor, and develop project team members; manage site staffing and workforce deployment
Manage interfaces with operators and adjacent contractors, including access protocols for works in live railway or operational environments
Requirements
Bachelor's degree in Civil Engineering or related discipline, recognised by the PE Board or BCA
Minimum 8 years of relevant experience in civil and infrastructure construction, with at least 3 years in a Project Manager or Deputy PM capacity
Proven track record delivering projects for public-sector clients (e.g. LTA, PUB, HDB) or in rail/underground environments
Sound working knowledge of WSH legislation, quality management systems, and standard forms of civil contracts
Proficiency in English and Mandarin (spoken and written) is a genuine occupational requirement — the incumbent must communicate, negotiate, and correspond professionally in Mandarin with the company's Mandarin-speaking clients and business counterparts. This requirement complies with the Tripartite Guidelines on Fair Employment Practices (TGFEP) and is not a racial criterion.
Advantageous
Experience in rail tunnel, MRT, underground infrastructure, or maintenance/renewal works in operational environments
Familiarity with LTA/operator access protocols, ePIC certification, and track access planning
Professional Engineer (PE) registration, PMP certification, or equivalent credentials
Experience managing multiple concurrent work sites or term contracts
