POSITION: PURCHASING EXECUTIVE
Department: Technical Services
Reports to: Head, Technical Services
Responsible for sourcing of machinery/equipment spares, consumable stores, rigging gears, fuels and lubricants, as well as shore-based engineering support facilities/services required by vessels managed by ASEAN Cableship Pte Ltd (ACPL). His scope of responsibility, which includes those listed below, extends to Deck, Engine and Subsea Departments on board these vessels:
- To handle the Purchase Requisitions received from the vessels. Upon receipt of Purchase Requisitions/urgent requirements from vessels, the executive will prepare purchase enquiries and source for suitable suppliers.
- To assess quotations obtained from suppliers including but not limited to compliance level with the required specifications, prices quoted, delivery lead-time, terms of transactions and insurance requirements.
- To recommend most suitable suppliers to Head, Technical Services for approval of Purchase Requisitions. Upon approval, the Purchase Requisitions will be submitted to Finance Department for processing and issuing of Purchasing Orders.
- To monitor delivery status of orders and ensure timely delivery of orders to the vessel. To follow up closely with suppliers, freight forwarders & shipping agents, and where required, issue relevant shipping documents, permits, etc to facilitate prompt customs clearance.
- To interact with vessels and office support staff to ensure traceable delivery of all purchases to the respective user departments on board the vessels. To maintain appropriate records of receipts by user departments.
- To keep track of deliveries made to temporary holding areas and arrange transportation for bulk delivery to vessels on a regular basis.
- To follow up with suppliers when there are delivery and quality issues.
- To attend to urgent requirements from vessels outside of office hours when required.
- To verify invoices for payment, and ensure that procurement documentation is executed in compliance with ACPL’s purchasing procedures.
- To develop a system of filing to ensure tracking and ease of retrieval of previous purchase.
- To assess vendors on a regular basis for quality of products supplied & services rendered and review of price levels. Negotiating with regular vendors for better terms of transactions. Updating of suppliers’ records and ACPL’s approved suppliers’ list, and constantly expanding vendors base for more competitive supplies and services.
- Any other relevant duties as delegated by HTS.
Requirements:
- Minimum Diploma in Supply Chain / Logistics Operations or its equivalent
- Proficient in MS Office including Ms Words, Excel (preferably advance) , PPT, and other applications
- At least a Diploma in Procurement, Purchasing, Supply Chain, Electrical/Electronic/ Instrument Engineering, Business or related disciplines.
- At least 3 year(s) of relevant working experience. Experience in off-shore marine preferred.
- Skilled in SAP/ERP or equivalent.
- Good problem solving, communication and interpersonal skills
