Job Description - Regional Head of Business Continuity Management (BCM) and Operational Data Excellence

Summary:

The Regional Head of Business Continuity Management (BCM) and Operational Data Excellence plays a critical leadership role in ensuring the resilience and operational efficiency of DBS across the region. This role is responsible for developing, implementing, and maintaining a robust business continuity and disaster recovery program across the bank while also championing data-driven operational excellence within Group Operations. This includes fostering a culture of preparedness, overseeing data governance and quality, and driving digital and data transformation initiatives to improve operational resiliency, user journeys and process efficiency.

Responsibilities:

Business Continuity Management:
  • Strategic BCM Program Development & Implementation: Lead the design, implementation, and continuous improvement of a comprehensive BCM program aligned with industry best practices, regulatory expectations and DBS's internal policies. This includes developing and maintaining a regional BCM framework, standards, and guidelines.
  • BCP Development & Maintenance: Collaborate with business and support units to develop, maintain, and regularly review robust and actionable Business Continuity Plans (BCPs). Provide expert guidance and support, ensuring plans are comprehensive, actionable, and consistent across the organization. Facilitate cross-unit knowledge sharing and promote best practices.
  • Testing & Exercising: Develop and execute a comprehensive testing and exercise program, including tabletop exercises, simulations, and full-scale disaster recovery tests, to validate BCP effectiveness and identify areas for improvement. Ensure thorough documentation and follow-up on remediation actions. Actively participate in industry-wide exercises and position DBS as a market leader, contributing to the overall enhancement of BCM standards across the industry
  • BCM Digital and Data Transformation: Define and execute a Digital and Data Transformation strategy for BCM, enhancing the end-to-end user journey for both the GBCM team and unit BCP teams. Collaborate with the Data Chapter and Platform teams to implement new digital and AI/GenAI capabilities. Collaborate with various teams to drive adoption of these capabilities and process improvements.
  • Training & Awareness: Develop and deliver engaging BCM training and awareness programs to cultivate a culture of resilience and preparedness across the region.
  • Crisis Management & Incident Response: Serve as a key member of the crisis management team, providing leadership and expertise during crisis events and disaster recovery efforts.
Operational Data Excellence:
  • Data Governance & Risk Management: Establish and oversee a robust data governance framework for Group Operations, ensuring compliance with internal policies, regulatory requirements, and data privacy standards. Proactively identify and mitigate data-related risks.
  • Data Quality Management: Implement and oversee data quality initiatives, including data profiling, cleansing, validation, and enrichment, to ensure data accuracy, completeness, and consistency. Establish data quality metrics and reporting mechanisms.
  • Digital & Data Transformation Strategy: Develop and implement a data-driven transformation strategy for Group Operations, focusing on leveraging AI and automation to strengthen risk and control frameworks, boost operational efficiency and enhance decision-making. Collaborate Line Operations, and other Business and Support units to implement AI-driven solutions that elevates the Bank's risk and control processes and tools. Partner with Line Operations leads to optimise existing processes, advance control towers and deliver a data-driven operating model.
  • Operational Performance Management: Maintain governance over Group Operations scorecards and key performance indicators (KPIs). Support the Group Operations Head in driving performance, delivering on strategic objectives, and managing operational budgets.


Qualifications:
  • Bachelor's degree in a related field (e.g., Business Administration, IT, Risk Management).
  • >15 years of experience in Business Continuity Management, Disaster Recovery, Risk Management, Technology, Data or related field. Strong knowledge of Technology resiliency and recovery.
  • Strong understanding of BCM and Data management frameworks and best practices.
  • Track record in leading and implementing Digital and Data transformation initiatives
  • Excellent communication, interpersonal, and presentation skills.
  • Strong leadership and team management skills.
  • Strong program and project management skills. Ability to manage multiple projects simultaneously and prioritise effectively.
