RESIDENT TECHNICAL OFFICER

Responsibilities

• Supervise and inspect piling works including bored piles, driven piles, micropiles, diaphragm walls, and pile load testing in accordance with approved drawings, specifications, and regulatory requirements.
• Monitor excavation and Earth Retaining and Stabilizing Structure (ERSS) works, including instrumentation and geotechnical monitoring to ensure compliance with approved designs and site safety requirements.
• Supervise structural works comprising pile caps, ground beams, reinforced concrete structures, retaining walls, slabs, columns, beams, staircases, and precast components.
• Inspect reinforcement, formwork, concreting works, and post-construction activities to ensure quality standards are achieved.
• Witness and verify material testing, including concrete cube tests, reinforcement steel tests, soil investigations, waterproofing tests, and other quality assurance requirements.
• Supervise architectural works including masonry, plastering, screeding, tiling, painting, ceiling systems, façade works, roofing works, and finishing trades.
• Monitor waterproofing installations for toilets, wet areas, basements, roofs, water tanks, and building façades.
• Supervise external infrastructure works including roads, driveways, footpaths, covered linkways, drop-off porches, drainage systems, culverts, detention tanks, pavilions, and landscape structures.
• Monitor sewerage works, manholes, drainage pipelines, bedding installations, testing, and commissioning in compliance with statutory requirements.
• Supervise civil and infrastructure works such as utility diversions, roadworks, shaft construction, micro-tunnelling, pipe-jacking, and associated underground services works.
• Coordinate and supervise Mechanical & Electrical (M&E) installations including ACMV, electrical systems, plumbing and sanitary systems, fire protection systems, lifts, ELV, security, and communication systems.
• Review shop drawings, method statements, material submissions, and technical documentation to ensure compliance with project specifications.
• Witness testing and commissioning of M&E systems and verify compliance with project and authority requirements.
• Conduct regular site inspections and identify defects, non-conformities, and deviations from approved drawings and specifications.
• Report site progress, quality issues, safety concerns, and technical matters to the Resident Engineer (RE), Qualified Person (QP), and project stakeholders.
• Prepare daily site records, inspection reports, progress reports, quality surveillance reports, and project documentation.
• Assist in verifying contractors' progress claims, variation works, and completed work quantities.

Requirements

• Diploma in Civil Engineering, Building Engineering, Construction Management, or related discipline.
• Registered Resident Technical Officer (RTO) with the relevant authorities in Singapore.
• Minimum 5 years of relevant site supervision experience in building, infrastructure, industrial, or civil engineering projects.
• Experience in HDB, Private Residential, Commercial, Industrial, JTC, LTA, MRT, or infrastructure projects will be an advantage.
• Good knowledge of structural, architectural, civil, and M&E construction works.
• Familiar with BCA, PUB, LTA, SCDF, MOM, and other applicable Singapore codes, standards, and statutory requirements.
• Strong coordination, communication, inspection, and reporting skills.
• Ability to work independently and collaboratively within a multidisciplinary project team.
• Willing to work rotational shift.
