Senior Contracts SpecialistWe are currently based at Metropolis, Buona Vista, Singapore.
Role Purpose
Senior Contracts Specialist are responsible for managing medium risk and/or small to medium-size contracts and supporting commercial / contracts negotiations in an autonomous manner. Typically assigned to assist a Contracts Manager. Senior Contracts Specialist personnel perform a key role in the Project Contracts Team or Corporate Contracts Team. They bring together contractual, commercial and technical knowledge in order to provide contractual and commercial guidance to the project team and/or corporate team for the benefit of the wider organisation.
Key Accountabilities
Organise and manage logs and files (both in terms of a central database and hard copy filing systems) in a systematic manner to allow for easy access.
Assist the pre client contract award i.e., during pre-FEED / FEED as well as during the proposal phase for seeking proposals from subcontractors on major packages. Post client contract award, preparation of RFQs/RFPs for medium risk contracts, and work on them independently. Ensure prequalification requirements are adhered to when contracting with new subcontractors as well as reverting of existing or expired subcontractors within the MODEC approved list of subcontractors.
Lead negotiations and manage low to medium risk contracts. Exposure to negotiations and drafting of high risk contracts. Drafting of internal approval sheet and obtaining the various levels of approval for all contracts. Responsible for managing medium risk and/or medium-size contracts and supporting commercial / contracts negotiations.
Post award subcontract management, drafting and/or review and approval of subcontract notices, amendments, change requests and change orders, warranty claims, and formalization of subcontract closeout.

Handles contracts that are less than USD 10 Million in value in an independent role from bidding to contract award to contract administration as well as its closeout.
Ability to monitor as well as manage large amounts of data set and interpret the correlations amongst them and discern patterns and relations. Responsibility to run reports and generate commercial data sets on major packages and monitor commercial data on non-major packages.
Interacts with external stakeholders. Effectively leading engagement opposite contractors for small to medium sized (value, risk, complexity) contracts. Develop insights during engagement process to deliver value-addition. Frequent interaction with internal stakeholders. Starting to lead and influence others in a team environment.
Typically assigned to assist an FPSO Project Contracts Manager or a Corporate Contracts & Commercial Manager. May be assigned to assist with client contract proposals, or other commercial / contracts activities within the MODEC Group. This means that the Position holder will plan and execute tasks with limited oversight / largely able to work independently and substantially on self-assigned activity basis, or as directed by FPSO Project Contracts Manager or a Corporate Contracts & Commercial Manager. (a) Administratively and functionally reports directly to the Contracts & Commercial Head of Department. (b) Operationally reports to a line Contracts Manager, as assigned by the Contracts & Commercial Head of Department.
Qualifications
Tertiary Graduate / Bachelor’s Degree in a relevant area such as Law, QS (Quantity Surveying), Engineering, Business / Master’s Degree in a relevant subject such as Construction Law, Business Administration or Economics will be of value. Law and contract law as part of academic studies is preferred.
Minimum 7-10 years relevant experience (demonstrable under contracts and/or commercial).
Experience in technical, contractual and commercial disciplines connected with Engineering, Procurement and Construction (“EPC”) projects.
Experience in the offshore oil & gas industry or upstream oil and gas experience working for owner and contractor organisations in a project delivery environment.
