About Department and Purpose of the Position


The Senior Executive Assistant plays a critical role in administering financial assistance programmes for cancer patients and supporting institutional initiatives in education, training, and research. This position requires a detail-oriented and meticulous individual who can balance compassionate patient support with rigorous financial governance and regulatory compliance.


 


Key Responsibilities


Fund Administration and Patient Support



  • Receive, review, and process applications for financial assistance programmes designed to support needy cancer patients

  • Systematically verify the completeness and accuracy of all supporting documents, including medical reports, financial statements, and eligibility documentation. Ensure all applications meet the required standards before proceeding to approval stages

  • Administer funding for staff education and training programmes aimed at improving patient care standards and cancer prevention initiatives


 


Coordination and Stakeholder Management



  • Establish and maintain effective working relationships with Medical Social Workers, healthcare professionals, administrative staff, and external stakeholders

  • Facilitate clear communication regarding fund application processes, status updates, and outcomes

  • Provide guidance to applicants, healthcare staff, and other stakeholders on fund eligibility criteria, application requirements, and procedural matters

  • Serve as the primary point of contact for fund-related enquiries and support


 


Financial Management and Reporting



  • Assist in the preparation of comprehensive reports and documentation for half-yearly committee meetings. This includes compiling statistical data, financial summaries, and performance metrics to support decision-making processes

  • Maintain accurate records of fund disbursements, budget allocations, and expenditure patterns

  • Monitor fund utilisation against approved budgets and provide regular updates on financial status

  • Analyse fund performance data to identify trends, assess programme effectiveness, and recommend improvements to funding strategies and allocation methods


 


Governance and Risk Management



  • Ensure strict adherence to all institutional policies, regulatory requirements, and governance frameworks

  • Implement robust measures to protect patient confidentiality and ensure proper handling of sensitive financial and medical information

  • Identify potential risks in fund administration processes and implement appropriate mitigation strategies. This includes financial risks, compliance risks, and operational risks that could impact programme effectiveness.

  • Provide necessary documentation and support for internal and external audits


 


Process Development and Continuous Improvement



  • Actively contribute to the development and improvement of fund administration processes, procedures, and guidelines

  • Identify opportunities for streamlining operations whilst maintaining quality and compliance standards


 


Other related tasks and duties



  • Any other duties or tasks as assigned by RO


 


Key Requirements



  • Minimally Diploma in Business Administration, Finance, Social Work, or related field.

  • Minimum 2 years of experience in financial administration, grants management, or fund administration.

  • Worked in regulated environments with strict compliance requirements, preferably in healthcare, financial services, or government sectors. This includes understanding of audit processes, documentation requirements, and regulatory reporting.

  • Experience with data analysis, statistical reporting, preparing reports and presentations.

  • Experience in reviewing, developing, and implementing operational processes and procedures.
