Senior / Executive, Crisis Planning & Operations (BCM & FS)

You will assist the Manager (BCM and FS) in developing and implementing business continuity strategies, plans, and exercises, to mitigate risks and ensure the hospital's ability to continue critical operations during unexpected events. You will also ensure the implementation, and maintenance of fire safety measures to protect staff, patients and visitors and assets within the hospital premise. You will also be responsible for creating a safe environment by identifying fire risks, developing fire safety policies and procedures, coordinating fire prevention, detection and response activities, including promoting fire safety awareness through training and education.

Responsibilities:

• Assist Manager (BCM & FS), on the implementation of BCMS including facilitation of BCM activities such as courses, audits and exercises
• Report to the Manager (BCM & FS) on the development and progress as well as operational readiness of the hospital’s plans including the Emergency Response Plan (ERP), Emergency Evacuation Plan (EEP), In-Place Protection Plan (IPP) and Arson Prevention Plan (APP)
• Apply for, coordinate and facilitate Annual Fire Safety Certification as regulated by SCDF
• Apply for, coordinate, and facilitate Storage of Petroleum and Flammable Materials (P & FM) as regulated by SCDF
• Ensure operations readiness of the Company Emergency Response Team (CERT)
• Ensure that fire safety requirements contained in the Emergency Response Plan are in compliance with legal and regulatory requirements
• Conduct fire safety inspections at the premises and rectify any fire safety hazards
• Conduct training and awareness to ensure that staff are familiar with the evacuation procedures
• Conduct 2 table-top exercises within the hospital and evaluate and identify areas of improvement 
• Conduct fire risk assessment of the premise regularly
• Coordinate the submission of annual fire safety reports to SCDF
• Collate information on fire safety activities and fire safety non-compliance and provide a report to Fire Safety Steering Committee 
• Provide secretariat support to various hospital meetings (e.g. Fire & BCM Steering Committee Meeting), including coordinating regular meetings with committee members, agenda and slides preparation, minutes taking, and papers dissemination
• Support the operations of the CGH Operations Centre (CGHOC) during peacetime in the areas of surveillance of hospital operations, incident reporting and management, and collation of data for effective resource management
• Any other duties assigned from time to time

Requirements:

• Bachelor’s Degree in Healthcare Management or any other relevant discipline
• Minimum 2 years of working experience on Business Continuity Management Systems in a healthcare setting OR as a Fire Safety Manager
• Fire Safety Manager certification will be advantageous
• Good knowledge of standards in BCM and / or fire safety
• Good interpersonal & communication skills
• Able to work independently with minimal supervision
