Senior Finance Manager

Job scope

• Direct the implementation of accounting systems, procedures and internal controls in HSG to accurately record and summarize financial transactions
• Ensure timely reporting of financial reports and return to regulatory
• Key Lead on funding papers and funding requirements for whole of HSG divisions
• Work with internal stakeholders and management on budgeting, forecasting, and cashflow requirements
• Present financial reports and forecasts to stakeholders
• Provide financial forecasting, budgets, investment monitoring and cash optimization in aligning with guidelines
• Establish frameworks, processes, templates and approving authorities for key finance and procurement functions
• Oversee procurement team when needed and provide directions and guidance to ensure compliance with procurement policies and governance

Job requirements

• Tertiary qualification in Accountancy and/or is a Chartered Accountant/Certified Public Accountant.
• At least 8 years of experience in managing key finance functions and preparation of full set of accounts of statutory boards or IPCs as well as managing the external/ internal audit process.
• Knowledge in Government Procurement Instruction Manual.
• Committed with good working attitude and resilience to produce the desired results.
• Effective stakeholder management, communication and interpersonal skills.
• Has a growth mindset in seeking continual improvements and keeping up with digital transformation that leads to significantly better and cost-effective outcomes.
• Good team player and meticulous with numbers.
• Independent and self-driven with the ability to multi-task in a dynamic and fast-paced environment and perform under pressure.
• Possess knowledge in Code of Governance for Charities with Institutions of a Public Character (IPCs) is an advantage.
• Effective writing and presentation skills with a good command of English preferred.
