The IA Manager, Investigation is responsible for conducting and supporting investigations into allegations of fraud, corruption, whistleblower matters, misconduct and other breaches of Group policies involving Singtel, NCS and their respective subsidiaries.  The role supports Singtel Group’s efforts to prevent, detect, investigate and respond to fraud and corruption risks, while strengthening internal controls and promoting a strong culture of integrity and accountability. This includes supporting the referral of appropriate matters to law enforcement agencies where warranted.   

The IA Manager, Investigation also assist business and line management in discharging their responsibility for fraud risk management by developing and implementing proactive programmes and processes to reduce the risk of fraud and corruption.  This includes but not be limited to methodologies and processes to prevent detect and assess fraud across all Business Units, their products services and processes and assisting in fraud prevention for new products, business channels and opportunities. 

In addition, the IA Manager, Investigation supports other ad hoc internal audit projects and special reviews as directed by the Group Chief Internal Auditor and/or Head, Financial & Operational Audit and Investigation.  The position reports directly to Head, Financial & Operational Audit and Investigation.

Make An Impact By

• Independently plan and conduct investigations into allegations of fraud and other serious misconduct involving Singtel employees, contractors, agents or other representatives, securing and preserving appropriate evidence in a lawful manner to facilitate potential criminal prosecution by law enforcement agencies and maximise the recovery of losses incurred by the Company.


• Manage multiple investigations simultaneously and effectively prioritise case workloads to ensure that matters are investigated, reported and resolved expeditiously in accordance with agreed timelines.


• During investigations, identify weaknesses in processes and internal controls that have led, or could lead, to fraudulent activities, recommend appropriate remedial actions to management and secure management’s commitment to implement the agreed actions, and follow up on their implementation.


• Recommend appropriate actions to HR in respect of employee found to have committed fraud.


• Prepare high-quality and concise investigation reports that clearly present the relevant facts, evidence, findings, conclusions and recommendations arising from the investigations.


• Assist in development and delivery of fraud awareness programmes for employees, contractors, agents and other representative across Singtel, NCS and its subsidiaries, as applicable.


• Conduct internal and external environmental scanning to identify and analyse new and emerging fraud trends. Disseminate findings across Singtel and its subsidiaries in the form of advice and actionable intelligence.


• Proactively identify and address control gaps and high-risk weaknesses in existing policies and procedures that may increase exposure to fraud and/or organised criminal activity. 


• Assist in managing all notifications and referrals of actual or suspected fraud, corruption or serious misconduct received through various reporting channels.


• Collaborate with management to implement best practices in fraud prevention, detection and control. 


• Act as a liaison with law enforcement agencies on cases investigated and provide updates, as required.

Skills for Success

• Tertiary qualifications in Fraud Risk Management, Investigations, or other related disciplines or equivalent work experience.


• Demonstrable investigative and police liaison experience (minimum 5 years required).


• Demonstrable experience in applying innovative analytical techniques.


• A good understanding of Singapore criminal legislation.


• Demonstrable innovative problem-solving skills, critical analysis of complex issues, and formulation of business solutions.


• Strong Project Management skills.


• Thorough knowledge of Forensic Accounting.


• Exceptional communication skills in liaising with all levels of management, verbally and in writing allowing communication of complex material to audiences with varying levels of understanding.


• Ability to articulate risk strategy and policy coherently and convincingly at a high level.


• The ability to adapt to a changing work environment, comprehend complex issues, determine core issues and provide solutions within demanding time constraints.
