We are looking for a Senior Manager, Planning. You will be working with all teams at *SCAPE to (1) develop a comprehensive strategic plan that aligns objectives and actions across entire organisation for immediate, mid term and long term (2) Conduct research to develop the immediate, mid-term and long term strategies (3) Monitor KPIs and progress towards targets, and analyse performance against industry (4) Encourage innovative solutions on planning, design and execution for flexibility and adaptability for all activities and operations (5) Keep board of directors, *SCAPE and staff on track and in compliance with all regulatory and statutory requirements (6) Take a holistic, enterprise-wide approach to sustainability for long-term value creation and risk mitigation, in alignment with the SG Green Plan. 

 

Key Responsibilities: 

1.Corporate Planning 

  • Lead the development and periodic review of SCAPE's strategic plan, in close collaboration with the executive team and key stakeholders. 
  • Monitor and report on the organization's performance against key metrics and objectives, in consultation with internal stakeholders and Youth Division (YD)/MCCY. 
  • Coordinate the alignment of SCAPE's various projects, programs, and initiatives with the organization's strategic priorities.  
  • Be *SCAPE’s primary liaison with YD/MCCY for strategic issues, encompassing workplanning, funding, operations, and program initiatives. 
  • Lead the drafting, consolidation, and execution of *SCAPE’s annual workplan and budget, ensuring that submissions include department-specific funding requests to YD/MCCY. 
  • Manage the analysis, processes, and reporting of performance measurement to support *SCAPE’s decision-making, strategic adjustments, stakeholder engagement, and accountability. 
  • Facilitate the organisation-wide preparation and consolidation of the five-year Block Budget, setting projected targets and budgets that align with *SCAPE’s strategic goals and operational context. 
  • Assist the senior management team in developing KPIs and metrics for evaluating strategic initiatives' effectiveness, considering the organization’s fiscal status and operating environment for strategic adjustments and measures in coordination with YD/MCCY. 
  • Propose innovative solutions on planning, design and execution for flexibility and adaptability for all activities and operations. 
  • Oversee and lead efforts in market research, including customer segmentation, market sizing, and competitive analysis.  
  • Monitor industry trends, regulatory changes, and technology advancements to guide strategic decisions.  
  • Analyze data and provide data-driven insights to support strategic decision-making, assess the effectiveness of strategic initiatives and for continuous improvement.  
  • Develop short to mid-term strategies aligned with broader systemic shifts and whole-of-government policies. 

 

2.Board Secretariat & Management Meeting Duties 

  • Lead secretariat team to organise and manage all Board of Directors and Management meetings, in consultation with Head of Department. 
  • Organize and manage meeting requirements, such as preparing agendas, compiling meeting materials, coordinate with stakeholders to curate a purposeful agenda, taking notes, recording and distributing meeting minutes, as well as following up on issues arising from said meetings. 
  • Lead the team in Board secretariat duties such as facilitating Board Renewal, Board Self and Peer Evaluation processes and Annual General Meeting with Owners. 
  • Oversee annual filing and Board-related matters with appointed Company Secretary. 
  • Facilitate effective communication and collaboration between the Board and the executive team. 
  • Ensure compliance with all legal, regulatory, and governance requirements related to the Board's operations. 
  • Maintain comprehensive records of Board decisions, resolutions, and actions. 
  • Advise the Board and executive leadership on best practices in corporate governance. 

 

3.Risk, Governance & Personal Data Protection 

  • Support the organisation in strengthening governance through reviewing policies, frameworks, risk controls and procedures for compliance. 
  • Lead team in preparing governance reporting and periodically report results to stakeholders (Board of Directors, Charities unit, YD/MCCY), with senior management team. 
  • Support the department in dealing with queries from internal/external audits, and responding to Requests for Information (RFIs) by YD/MCCY and regulators. 

 

4. Team Mangement and Internal Collaboration 

  • Collaborate with the HR team to conduct employee pulse surveys and implement transformation initiatives where required towards achieving *SCAPE's overall strategic plans. 
  • Establish and maintain a comprehensive corporate project portfolio management system to track and align all of its various projects, programs and initiatives, identify inter-dependencies, break down silos between departments, optimize resource allocation, and ensure cross-functional collaboration towards the organization's strategic priorities.  
  • Develop and implement a knowledge management (KM) framework / taxonomy so that there is a systematic way of filing and organising of information / discussion/ info decks of the respective departments / divisions for easy referencing and retrieval. 
  • Establish cross-departmental working groups, shared performance metrics, and regular forums for knowledge-sharing and collective problem-solving to foster a culture of integrated planning and execution. 
  • Work with the IT Dept to leverage on collaboration-enabling technologies, such as project management software, communication platforms, and data visualization tools, to facilitate seamless information-sharing and coordination among inter-departmental / cross-functional teams. 

 

Job descriptions are not exhaustive and the from time-to-time, you may be required to undertake other duties, which are broadly in line with the above key responsibilities. 

 

Requirements:

At least 6 years of relevant working experience in a similar role, with at least 3 years of experience leading or mentoring teams.  

Experience in working with public sector or government-affiliated organisations (nonprofits or universities) as public administrator is a plus. 

Strong interpersonal skills to establish connections with different internal and external stakeholders, and to possess the ability to persuade, motivate and influence these stakeholders to better meet the strategic goals of *SCAPE and MCCY. Proven experience handling complex issues in a sensitive manner is a plus. 

Ability to communicate persuasively, clearly, and effectively, along with strong writing, communication and presentation skills. 

Strong data analytical skills, with the ability to use data to drive decision making at an organisation level. 

Prior experience in securing government funding is a plus.  

Strong project management skills, with experience managing multiple projects at a time. Project Management certification is a plus.
