Senior Manager Supply Chain (Procurement)

Roles and Responsibilities

1. Lead Procurement Re-Organisation into Category Management and Shared Services Center 


2. Manage functional procurement responsibilities execution through harmonization of Systems - Process - People elements


3. Lead the planning and strategic sourcing execution for selected categories under Procurement responsibilities


4. Track category performance and value delivery against agreed targets


5. Ensure consistent, clear communication with all stakeholders, including suppliers


6. Closely collaborate with internal & external stakeholders to drive and support process efficiency and effectiveness, including minor Procurement Authorities and subsidiaries / JVs


7. Develop & execute Supplier Relationship and Performance management strategies


8. Review and identify opportunities for higher value delivery, including use of digital, Gen-AI tools, etc.


9. Mentor Procurement team and develop capabilities and capacity


10. Maintain SIAEC Procurement Manual for continual relevance and effectiveness


11. Any other related duties that may be assigned

Requirements

Education 

1. Bachelor’s degree in supply chain management, Procurement, Business Administration, Finance/Economics, Engineering or related discipline (Required)


2. Postgraduate qualification such as MBA / MSc in Supply Chain / MSc in Procurement & Logistics (Preferred)

Professional Qualifications / Certifications

1. Proven experiences in Project / Change Management, Procurement re-organisation, etc.


2. Lean / Process Improvement: Lean Six Sigma Green/Black Belt (Preferred)


3. Contracting & commercial: formal training/certification in contract management, commercial law fundamentals, negotiation 


4. Governance & compliance: training/certification in anti-bribery/anti-corruption, procurement governance, risk management 


5. Digital procurement / analytics: certification or proven training in eSourcing/ERP tools (e.g., SAP/Ariba/Coupa), spend analytics, AI/digital transformation (Preferred; aligns to digital/Gen-AI opportunity identification)

General 

1. Able to work independently and manage multiple projects at a time


2. Strong verbal communication, written and organizational skills, and demonstrates project leadership skills in meeting project goals


3. A strong team player, results orientated, resourceful with strong eye for detail
